Notice of Race

Dear Friends, On behalf of IDNIYRA-EUROPE and the Lithuanian Ice Sailing Association we invite all ice boaters to compete in the

50th Gold Cup DN World & European Championship, Euro-Cup and

DN-Junior and Ice-Optimist WC/EC 2024.

held between February 3rd & February 10th 2024 (Racing days – Sunday, 2024.02.04. until Saturday, 2024.02.10)

1. ORGANISING AUTHORITY AND VENUE.

The Gold Cup DN World & European Championship & Euro-Cup 2024 and DN-Junior and Ice-Optimist WC/EC 2024 will be organised by the Lithuanian Ice Sailing Association under the authority of IDNIYRA-EUROPE, represented by the European Commodore and the European Junior Programme Manager.

The Championship Regattas will be sailed under the jurisdiction of the International DN Class and provided by the PRC of IDNIYRA-EUROPE.

The primary regatta site is lake Rekyva, Siauliai Lithuania,

Various other sailing areas in Europe can be used as backup locations for this regatta. The championship regattas will be sailed under jurisdiction of International DN Ice Yacht Racing Association - Europe (IDNIYRA-Europe), in line with the Regatta Management Agreement (RMA) (see: idniyra.eu/governing), NIA Racing Rules (see: idniyra.eu/rules) the Notice of Race and the corresponding Sailing Instructions provided at check in.

2. ELIGIBILITY:

All competitors shall be members of the I.D.N.I.Y.R.A. or extraordinary members of IDNIYRA-EUROPE and regular members of their National DN Fleet. In Europe, these fleets shall be the regular members of IDNIYRA-EUROPE. All Junior competitors shall be members of their National DN or Ice-Optimist fleets.

Age limits : for DN-Junior - birth year 2000 and younger for Ice-Optimist - birth year 2008 and younger.

All DN ice yachts shall meet the requirements of their Official Class Specifications. All Ice-Optimist ice yachts shall meet the requirements of their Official Class Specifications. Ice-Optimist must have a disc and Optimist logo button in the sail. More information: idniyra.eu/juniors

Fleet assignment will be done according to RMA paragraph 10. based on the The international ranking list for the season 2023/2024.

DN and DN-Juniors will sail on the same course and Ice-Optimist next to them on the separate race course. DN-Juniors results will be extracted from the general regatta results.

3. COVID-19 REGULATIONS

IDNIYRA Europe, all staff and participants of the event shall obey local regulations on COVID-19 of the host Country for the venue and adhere to the advice/recommendation stated by the World Health Organization: https://www.who.int/emergencies/diseases/novel-coronavirus-2019/covid-19-v accines/advice

4. ENTRY AND REGISTRATION:

Proof of insurance has to be uploaded to the sailor’s profile and approved by the IDNIYRA Insurance Manager. All active European and North American Members with an approved Insurance will be able to register for the event. Insurances received until 8th January 2024; 24:00 (CET) will be checked for a regular entry – all insurances received later will be checked after the regular entry deadline only and the sailor will be able to make an “Online-Late-Entry” or

a “Late-Entry” at regatta-check-in with an in-person checking of the insurance (see LATE ENTRY).

PLEASE READ CAREFULLY: The Insurance Requirements (idniyra.eu/rules/#insurance)

Online registration and Payment will be the primary method of registration via the European DN website (idniyra.eu) and Regatta microsite (idniyra.eu/wcec2024).

Opening date for registration: 1st December 2023 – 18:00 (CET) Closing date for Regular Entry: 10th January 2024 – 24:00 (CET). Registration will be closed automatically at the deadline. The “server-time-stamp” shown at registration is the official time. All entries made after the closing time will be accepted as a Late Entry only.

When a sailor withdraws his/her entry within the regular entry registration period (until 10. January 2024; 24:00 CET), the entry fee will be returned.

LATE ENTRY: “Late-Entry” period will start depending on whichever happens first, at closing date or after 200 sailors have registered. “Late Entry” can be done via online registration or at the regatta check-in with “Late-Entry-Fee” (more details see under para “5. FEES”). Sailors who don’t have checked insurance have to show their proof of insurance to the Insurance Manager at the site first. This will be possible in the last hour of regatta check-in where the Insurance Manager will be present. If the regatta is sailed in a country different from the Primary Site, sailors from the country where the WC/EC will be actually sailed are allowed to make a Late-Entry with regular fee.

LATE ENTRY PRIORITY: 1. If space is left (less than 200 entries), sailors who made an online late entry will be first in line. 2. If space is left (less than 200 entries at the end of check-in), sailors who show up at the regatta spot are second in line for late entry.

Personal check-in will be mandatory at “Regatta-Check-In”. No telephone, fax or e-mail check-in allowed. Only Force Majeure e.g. car accidents, ferry/aircraft delays and significant illness may be accepted by the European Commodore as a reason for telephone or representative check-in.

ADDITIONAL NOTE: To be allowed for the regatta check-in every sailor has to pass a "RULE-TEST" (idniyra.eu/way-of-right) first. The rule test consists of questions regarding the right of way rules. If someone fails the test, he can repeat it after 60 minutes. If failed again, the sailor has to undergo an oral hearing with the Protest Committee. The Protest Committee will decide whether the sailor understood the rules or not.

If a sailor does not succeed, he or she is not allowed to check-in and cannot participate in the regatta.

5. FEES:

Regular Entry DN Seniors - €220.00 DN Juniors - €110.00 (born latest in 2000) Ice-Optimist - €50 (born latest in 2008)

Late Entry DN Seniors - €440.00 DN Juniors - €220.00 (born latest in 2000) Ice-Optimist - €100 (born latest in 2008)

Discounts Senior sailors without active ranking may apply for a €110 discount from the entry fee via [email protected] . This discount voucher cannot be used with other discounts

PAYMENT PROCESS: Payment of entry-fee has to be done online via the Online-Registration. The payment can be done with Credit-Card or PayPal.

Making only a payment via other methods means you are NOT properly registered for the regatta and you have to pay the “Late-Entry-Fee” at regatta check-in. Please contact [email protected] , in this case a refund of payment is not possible.

6. SCHEDULE OF EVENTS:

Final Site selection: no later than Friday, February 2nd 2024 - 12:00 (CET) - announced on the official homepage of IDNIYRA-EUROPE (www.idniyra.eu) by the Commodore or his representative.

REGATTA CHECK-IN: Saturday February 3rd 2024 from 09:00 to 17:00. Time for the oral hearing with the Protest Committee (“Rule Test”) will be announced on the Official Notice-Board in the Race Office.

OPENING CEREMONY: Sunday 4th February 2024 – 10:00 on the ice.

SCHEDULED FIRST START: Ice-Optimist - Sunday, February 4th - 11:00 DN - Sunday, February 4th - 12:00 (all times are local times)

In line with the RMA, the World & European Championship 2024 is finished on Friday, February 9th if the minimum number of all regatta races are completed to have valid regattas. Maximum number of races: 7 in each event. Last possible racing day: Saturday, 10th February 2024 only if there are no minimum races to have valid WC/ EC 2024 on Friday, February 9th 2024 !

7. RACES, SCORING, ADVERTISING.

Races and scoring will be managed according to the Race Management Agreement (RMA), NIA sailing rules and the Sailing Instructions. The Sailing Instructions may be modified at the Skippers Meeting.

RMA (III) 16. will apply with the amendment that each participant may be obligated to attach advertisement or other information from organisers to the hull. RMA (III) 17. will apply with the amendment that sponsoring of the event is allowed.

8. SAILNUMBERS:

Sailors have to register with their own personal sail-number which they have to use throughout the event. Using sails or numbers of another sailor who can be found in the ranking list is prohibited.

If a sailor uses the boat of anybody else, the Race Committee has to be informed. They can decide if they can

handle that or if they need numbers changed on the boat and/or sail.

IceOptimist must have a disc and Optimist logo button in the sail.

In any case, sailors have to make sure that the Race Committee uses their own and correct sail-number in the results.

9. ANTI-DOPING POLICY:

IDNIYRA-Europe has implemented the Anti-Doping Programme of the World Anti-Doping Agency. Thus, during training and the regatta the misuse of alcohol or drugs will not be tolerated.
