Thank you for your letter of 15 September 2025 in which you proposed Ms Õnne NEARE-
VAARMANN and Mr Martin TUULIK for the function of European Delegated Prosecutor.
After the assessment of their candidacy in light of the criteria set in Article 17(2) of Council Regulation
(EU) 2017/1939 of 12 October 2017 implementing enhanced cooperation on the establishment of
the European Public Prosecutor’s Office (‘the EPPO’), I proposed Ms Õnne NEARE-VAARMANN
and Mr Martin TUULIK to the College of the EPPO for appointment.
I am pleased to inform you that by Decision 083/2025 of 29 September 2025, the College of the
EPPO appointed Ms Õnne NEARE-VAARMANN and Mr Martin TUULIK for a renewable period of 5
years. Their term in office shall start from the date mentioned in the contract of employment. I would
like to offer a warm welcome to the newly appointed EPPO colleagues.

on the appointment of European Delegated Prosecutors in the
Republic of Estonia
The College of the European Public Prosecutor’s Office (‘the EPPO’),
Having regard to Council Regulation (EU) 2017/1939 of 12 October 2017 implementing
enhanced cooperation on the establishment of the European Public Prosecutor’s Office (‘the
EPPO’),1 and in particular Articles 9, 13, 17 and 96 thereof,
Having regard to the Staff Regulations of Officials of the European Union (‘Staff Regulations’)
and to the Conditions of employment of other servants (‘CEOS’) of the European Union,2 and
in particular to Articles 5, 123 to 124 of the CEOS,
Having regard to the Decision 015/2025 of the College of the EPPO of 12 February 2025 on
the Conditions of employment of the European Delegated Prosecutors, and replacing and
repealing Decisions 001/2020, 013/2020, 017/2021, 013/2021, 098/2021, 007/2023 and
058/2024 of the College of the EPPO, and in particular Articles 4, 5, 6 and 7 thereof,
Considering the proposal made by the European Chief Prosecutor, dated 25 September
2025, and the documents accompanying the nomination made by the Republic of Estonia,
Has adopted this Decision:
Article 1
Ms Õnne NEARE-VAARMANN and Mr Martin TUULIK are hereby appointed European Delegated
Prosecutors in the Republic of Estonia for a renewable 5-year term.

The College of the European Public Prosecutor’s Office (‘the EPPO’),
