Subject: Invitation to the World Telecommunication Development Conference (WTDC-25), Baku Convention Center, Baku Azerbaijan, 17-28 November 2025
Madam,
On behalf of the Telecommunication Development Bureau (BDT) of the International Telecommunication Union (ITU), I have the honour to extend to you a personal invitation to participate in the World Telecommunication Development Conference 2025 (WTDC-25), which will be held in Baku, Republic of Azerbaijan, from 17 to 28 November 2025.
Held under the theme “Universal, meaningful, and affordable connectivity for an inclusive and sustainable digital future”, WTDC-25 will bring together ministers, policy makers, regulators, and leaders from government, industry, and civil society to define strategic priorities for global digital development in the coming cycle.
The Conference will deliberate on the strategic direction of the ITU Telecommunication Development (ITU-D) Sector, including the adoption of key outcomes aimed at accelerating connectivity, enabling digital transformation, and promoting inclusive and sustainable growth. A High-Level Segment will feature ministerial interventions and offer opportunities for bilateral engagements on issues of national and regional importance. Your contribution in the form of a general policy statement would be highly valued. Guidelines and the request form to book a speaking slot are available on the WTDC-25 website.
In celebration of over three decades of impactful work by the ITU-D Sector, you are also cordially invited to attend a high-level dinner on 16 November 2025, from 19:00 to 22:00, following the informal Heads of Delegations meeting.
To facilitate the participation of high-level dignitaries, the Protocol Services section of the WTDC-25 website outlines the arrangements in place, including airport reception and lounge access, official transportation, badge issuance, and other logistical support measures. Furthermore, ITU is pleased to offer a range of sponsorship opportunities during WTDC-25 (Sponsorship opportunities - WTDC 2025).
