ADDENDUM TO CERTIFICATE OF 13 OCTOBER 2025
THE UNDERSIGNED, Christophe Bernasconi, Secretary General of the Hague Conference on Private International Law (HCCH);
WITH REFERENCE to Focused Circular No 32(25), dated 10 April 2025, by which the Member States of the HCCH were invited to cast their votes until 10 October 2025, in accordance with Article 2 of the HCCH’s Statute, on the proposal made by the Government of the Kingdom of the Netherlands for the admission of the State of Qatar as a Member of the HCCH;
WHEREAS two Member States contacted the Permanent Bureau following the notification of the voting results, indicating that their votes had been submitted within the deadline but were not reflected in the certificate dated 13 October 2025 due to a clerical error;
WHEREAS there are therefore grounds for adding these two votes to the previous certificate;
WHEREAS the following Member States (37) have cast a vote favourable to the admission of the State of Qatar as a future Member of the HCCH: Argentina Australia Austria Belgium Brazil Chile China (People’s Republic of) Costa Rica Czech Republic Dominican Republic Egypt Finland France
Georgia Germany Greece India Ireland Italy Japan Jordan Mexico Monaco Morocco Netherlands (The) Portugal

WHEREAS no Member State has cast a vote against the admission within the period of time provided; REAFFIRMS that the majority required in Article 2(2) of the HCCH’s Statute has voted in favour of the admission of the State of Qatar as a future Member of the HCCH.
CONSEQUENTLY, the State of Qatar has been invited to deposit the instrument of acceptance to become a Member of the HCCH.
IN WITNESS THEREOF this certificate has been drawn up and signed, today 15 October 2025.

ADDENDUM AU PROCÈS-VERBAL DU 13 OCTOBRE 2025
LE SOUSSIGNÉ, Christophe Bernasconi, Secrétaire général de la Conférence de La Haye de droit international privé (HCCH) ;
EU ÉGARD à la Circulaire ciblée No 32(25), datée du 10 avril 2025, par laquelle les États membres de la HCCH ont été invités à émettre leurs votes jusqu’au 10 octobre 2025, conformément à l’article 2 du Statut de la HCCH, sur la proposition faite par le Gouvernement du Royaume des Pays-Bas tendant à l’admission de l’État du Qatar en tant que Membre de la HCCH ;
ATTENDU que deux États membres ont contacté le Bureau Permanent à la suite de la notification des résultats du vote, indiquant que leurs votes avaient été soumis dans les délais mais ne figuraient pas dans le procès-verbal daté du 13 octobre 2025 en raison d’une erreur matérielle ;
CONSIDÉRANT qu’il y a donc lieu d’ajouter ces deux votes au précédent procès-verbal ;
CONSIDÉRANT que les États membres suivants (37) ont émis une voix favorable à l’admission de l’État du Qatar comme futur Membre de la HCCH : Afrique du Sud Allemagne Argentine Australie Autriche Belgique Brésil Chili Chine (République Populaire de) Costa Rica Egypte Espagne États-Unis d’Amérique

EL ABAJO FIRMANTE, Christophe Bernasconi, Secretario General de la Conferencia de La Haya de Derecho Internacional Privado (HCCH);
CON REFERENCIA a la Circular Específica N.º 32(25), de fecha 10 de abril de 2025, por la que se invitó a los Estados miembros de la HCCH a votar, antes del 10 de octubre de 2025, sobre la propuesta formulada por el Gobierno del Reino de los Países Bajos para la admisión del Estado de Qatar como Miembro de la HCCH, de conformidad con el artículo 2 del Estatuto;
CONSIDERANDO que dos Estados Miembros se pusieron en contacto con la Oficina Permanente tras la notificación de los resultados de la votación, indicando que sus votos habían sido enviados dentro del plazo, pero no se reflejaron en el certificado de fecha 13 de octubre de 2025 debido a un error administrativo;
CONSIDERANDO que, por tanto, existen motivos para añadir estos dos votos al certificado anterior;
CONSIDERANDO que los siguientes Estados miembros (37) han votado a favor de la admisión del Estado de Qatar como futuro Miembro de la HCCH: Alemania Argentina Australia Austria Bélgica Brasil Chile China Costa Rica Egipto España Estados Unidos de América Finlandia

POR CONSIGUIENTE, se ha invitado al Estado de Qatar a depositar el instrumento de aceptación para convertirse en Miembro de la HCCH.
EN FE DE LO CUAL, se estableció y firmó el presente certificado en el día de hoy, quince de octubre de dos mil veinticinco.

HCCH 2025 Focused Circular No 57 Admission of the State of Qatar as a future Member of the HCCH |
Two votes in favour of the admission of the State of Qatar as a Member of the HCCH was not reflected in the Certificate dated 13 October 2025, due to a clerical error. A new, revised certificate dated 15 October 2025 is attached. According to this new certificate, 37 Members voted in favour, no Member State voted against the proposal to admit Qatar as a Member of the HCCH.
The State of Qatar is now an Admitted State and has been invited to deposit its instrument of acceptance of the Statute to become a Member of the HCCH.
The Secretary General avails himself of this opportunity to renew to the National and Contact Organs of the Members the assurance of his highest consideration.

ADDENDUM Circulaire ciblée No 57 de la HCCH de 2025 Admission de l’État du Qatar en tant que futur Membre de la HCCH |
Deux votes en faveur de l'admission de l’État du Qatar en tant que Membre de la HCCH n'ont pas été pris en compte dans le procès-verbal daté du 13 octobre 2025, en raison d’une erreur matérielle. Un nouveau procès-verbal révisé, daté du 15 octobre 2025, est joint en annexe à la présente Circulaire. Selon ce nouveau procès-verbal, 37 Membres ont voté en faveur de la proposition d'admettre le Qatar en tant que Membre de la HCCH, aucun État membre n'a voté contre l’admission.
L’État du Qatar est désormais un État admis et a été invité à déposer son instrument d'acceptation du Statut pour devenir Membre de la HCCH.
Le Secrétaire Général saisit cette occasion pour renouveler aux Organes nationaux et de liaison des Membres l'assurance de sa très haute considération.

Dos votos a favor de la admisión del Estado de Qatar como Miembro de la HCCH no habían sido recogidos en el certificado del 13 de octubre de 2025, debido a un error administrativo. Adjunto se remite un nuevo certificado actualizado con fecha del 15 de octubre de 2025. Según este nuevo certificado, 37 Miembros votaron a favor de la propuesta de admitir a Qatar como Miembro de la HCCH y ningún Estado miembro votó en contra.
El Estado de Qatar pasa a ser un Estado admitido y ha sido invitado a depositar su instrumento de aceptación del Estatuto para convertirse en Miembro de la HCCH.
El Secretario General aprovecha esta oportunidad para reiterar a los Órganos Nacionales y de Contacto de los Miembros el testimonio de su más alta consideración.
