Subject: A new approach to TSI 2026
Your Excellency, Dear Mr Merila,
It is my pleasure to personally inform you of the launch of the TSI 2026 general call for
requests from Member States. In the coming weeks we will also send a letter to your
Ambassador as we did in the previous cycles.
As you are aware, both the Commission and Member State authorities face an increasing
workload in finalising the implementation of the Recovery and Resilience Facility,
including with regard to the substantial number of milestones and targets included in the
national recovery and resilience plans that will still have to be assessed by 2026.
On 4 June, the Commission published a Communication highlighting these challenges and
providing guidance to Member States on how to ensure that their recovery and resilience
plans can be made fit for the 2026 deadline. The Commission also provided guidance on
the preparation of payment requests in 2026, stressing the importance for both the Member
States and the Commission to ensure that sufficient resources are allocated to processing,
respectively, the submission and the assessment of the last payment requests.
Against this background, under the TSI 2026 cycle the Commission and the Member States
need to focus their efforts on the most impactful reform projects. Therefore, as
communicated at this year’s TSI Annual Conference "Supporting reforms – Shaping
the Future Together" on 13 May 2025 and at the meeting of the network of TSI national
coordinating authorities on 14 May 2025, I would like to call on your support to
thoroughly scrutinise Estonia’s needs for technical support and only submit a limited
number of requests that you expect to have the greatest impact on the implementation of
your reform agenda.
To further assist Member States in identifying and submitting focused requests under the
TSI 2026 cycle, a single TSI 2026 flagship “Technical Support for the Implementation

of Country-Specific Recommendations” has also been designed. The flagship suggests
concrete areas for support in each Member State by linking them to the national priorities
identified in the context of the European Semester process.
I take this opportunity to express my gratitude for our collaboration on the TSI until now
and – along with my team – look forward to working with you in making the most of the
Commission’s continued support to your reform efforts.
