Dear Mr. Jurevičius,
Thank you for your official letter dated May 14, 2025, regarding the State Probation
Service of Latvia’s proposal to host the 8th World Congress on Probation and Parole (WCPP)
in 2028 in Riga. As the host of the 7th Congress in 2026, we were deeply moved by your
inspiring words and appreciation for our commitment.
The Directorate General of Corrections of Indonesia is pleased to officially endorse
and fully support your candidacy. We are impressed by Latvia's long-standing commitment
to probation and criminal justice reform, which has led to tangible results, including the
halving of your country's prison population in two decades. Your journey of reform and
innovation serves as a powerful reminder of what is possible when determination and
collaboration come together.
We are confident that your vision for the 2028 Congress, which focuses on probation
as a "transformative force in society", is a crucial and timely theme. The proven track record
of your service and the formal endorsement from the Ministry of Justice of the Republic of

Invitation to attend meeting in Latvia
The State Probation Service of Latvia (SPS) sincerely appreciates the long-standing and
close cooperation with the Estonian Prison and Probation Service. We have an interest to
strengthen further our mutual support and expand cooperation activities.
With strong motivation to contribute to the global probation community, after careful
consideration SPS has expressed an interest to organize the Congress in 2028. The Directorate
General of Corrections of Indonesia (organisers of the Congress in 2026) with letter dated 21st
August 2025 responded with approval and promised to officially endorse and support our
candidacy (see attached). Therefore, during January 2026 we would like to convene a meeting in
Riga, Latvia, with main stakeholders with whom we would like to establish very close and
supportive cooperation relationships for organising the Congress in 2028:
• Penal Reform International;
• Confederation of European Probation (CEP);
• Reclassering Nederland;
• Lithuanian Probation Service;
• Estonian Prison and Probation Service;
• Professor Fergus McNeil, University of Glasgow.
During this meeting we will present our vision and ideas regarding conceptual framework
of the Congress in 2028, process of organisation, potential division of labour between various
stakeholders, draft budget, time schedule, core administrative team etc. We would like to discuss
all that with invited parties, to receive feedback and to agree on future activities for engagement
of important stakeholders into process of organising this event.
The meeting will take place over two days with two overnight stays, and we kindly ask you
to inform us until 31st October about all available days (2-3 consecutive days) in January 2026
by sending an email to the Project Manager of SPS Olga Baltmane ([email protected]).

During the first week of November we will choose the dates of this meeting in January by
considering information received from invited parties. If there will be no dates in January when
all parties are available, we will repeat this exercise in order to find suitable dates in February.
We believe this gathering will lay the foundation for the Congress in 2028. We look
forward to working closely with you in this process and to warmly welcoming you to Riga.
