INVITATION TO THE 34th SESSION OF THE GENERAL ASSEMBLY

Sir, Madam,

I have the honour to inform you that the 34th ordinary session of the General Assembly of the

International Centre for the Study of the Preservation and Restoration of Cultural Property

(ICCROM) will be held from 10 to 12 December 2025 at the Headquarters of the Food and

Agriculture Organization of the United Nations (FAO), Viale delle Terme di Caracalla, Rome.

The session will be conducted in English and French, with simultaneous interpretation provided.

Thanks to the generous financial contribution of the Government of Spain, in addition to the official

working languages, Spanish interpretation will also be available during the session.

The provisional agenda, timetable and relevant documents will be made available on the

Governing Bodies Information Portal at:

In order to participate in the General Assembly, Member State delegations are required to

present credentials in accordance with Rule 16 of the Rules of Procedure of the General Assembly.

16.1 The credentials of delegates and their alternates shall be issued by the head of the State,

the head of the Government, the Minister of Foreign Affairs or other appropriate Minister, or by a

diplomatic representative of the Member State concerned.

16.2 Credentials shall be communicated to the Director-General, preferably at least one week

before the date of the opening of the session of the General Assembly. The Director-General shall

prepare a list of delegates and their alternates, that may be completed or modified until the meeting

of the Credentials Committee. The original of the letter of credentials shall be provided to the

Director-General not later than the opening of the first meeting of the Credentials Committee.

I therefore invite you to send me the credentials of your country’s delegation to the General

Assembly through a Note Verbale, indicating the name, surname, position, ministry, email address

and a passport size photo of the delegate, the alternate(s) and the adviser(s), preferably by 3

December 2025. The personal data of attendees will be processed in compliance with ICCROM

Informative Notice Regarding the Processing of Data Collected for the General Assembly.

In addition, I wish to inform you that, in accordance with Rule 59 of the Rules of Procedure of

the General Assembly, 11 seats on the ICCROM Council will become vacant at the 34th session.

The election will take place on 11 December 2025 by secret ballot.

The call for candidacies will be dispatched as a Circular Letter in due course, and I invite

interested Member States to submit the name of their candidate no later than 25 November 2025,

as per Rule 60.3 of the Rules of Procedures of the General Assembly.

I wish to remind you that Article 9 of the Statutes stipulates:

9. (a) A Member State shall lose its right to vote in the General Assembly and its

right to propose candidates for membership of the Council or any of its committees

when the total amount of its contributions to ICCROM that have fallen due and that

have not been paid, irrespective of the calendar year or years to which the

contributions relate, exceeds the amount of the contributions payable by that

Member State for the current calendar year and the immediately preceding calendar

year.

9. (c) The membership of a Member State that has omitted to pay its contributions

that have fallen due during six consecutive calendar years shall be suspended by the

General Assembly. The General Assembly may nevertheless permit a Member State

to exercise the aforementioned rights including the right to receive services from

ICCROM, or decide not to suspend its membership, if it is satisfied that failure to

pay is due to special circumstances beyond the Member State’s control and a

payment plan has been submitted.

I therefore encourage those Member States that have arrears to settle the outstanding balance to

avoid incurring the statutory measures described above. You may address any queries regarding the

status of your assessed contributions to [email protected].

Madame, Monsieur,

J’ai l’honneur de vous informer que la 34e session ordinaire de l’Assemblée générale du Centre

international d’études pour la conservation et la restauration des biens culturels (ICCROM) se

tiendra du 10 au 12 décembre 2025 au siège de l'Organisation des Nations Unies pour

l'alimentation et l'agriculture (FAO), Viale delle Terme di Caracalla, à Rome.

La session se déroulera en anglais et en français, avec interprétation simultanée.

En plus des langues officielles de travail, une interprétation dans la langue espagnole sera également

proposée, grâce à la généreuse contribution financière du gouvernement espagnol.

L'ordre du jour provisoire, le calendrier et les documents de travail seront disponibles sur le

Pour participer à l'Assemblée générale, les délégations des États membres doivent être munies

de pouvoirs conformément à l'article 16 du Règlement intérieur de l'Assemblée générale.

16.1 Les pouvoirs des délégués et de leurs suppléants émanent du chef de l'Etat, du chef du

Gouvernement, du ministre des Affaires étrangères ou de tout autre ministre compétent, ou d'un

représentant diplomatique de l'Etat membre en cause.

16.2 Ces pouvoirs sont communiqués au Directeur général, de préférence au moins une semaine

avant la date d'ouverture de la session de l'Assemblée générale. Le Directeur général prépare une

liste des délégués et de leurs suppléants qui peut être complétée ou modifiée jusqu'à la réunion du

Comité de vérification des pouvoirs. L'original des lettres de créance est remis au Directeur général

au plus tard à l'ouverture de la première réunion du Comité de vérification des pouvoirs.

Je vous invite par conséquent à me faire parvenir par Note Verbale, les lettres de créance de la

délégation de votre pays à l'Assemblée générale, en indiquant le nom, le prénom, la fonction, le

ministère, l’adresse électronique et une photo format passeport du délégué, du ou des suppléants et

du ou des conseillers, de préférence avant le 3 décembre 2025. Les données personnelles des

participants seront traitées conformément à la note d'information de l'ICCROM concernant le

traitement des données collectées pour l'Assemblée générale.

Par ailleurs, je souhaite vous informer que, conformément à l'article 59 du Règlement intérieur

de l'Assemblée générale, à cette 34e session, onze sièges sont à pouvoir au Conseil de l'ICCROM.

L'élection aura lieu le 11 décembre 2025 à scrutin secret.

L'appel à candidatures sera envoyé sous forme de lettre circulaire en temps voulu et j'invite les

États membres intéressés à soumettre le nom de leur candidat au plus tard le 25 novembre 2025,

conformément à l'article 60.3 du Règlement intérieur de l'Assemblée générale.

Pour rappel, l’article 9 des Statuts stipule que :

9. (a) Un Etat membre perd son droit de vote à l’Assemblée générale et son droit

de proposer des candidats au Conseil ou à l’un de ses comités subsidiaires lorsque

le montant total de ses contributions à l’ICCROM qui sont venues à échéance et qui

n’ont pas été payées, indépendamment de l’année ou des années civiles auxquelles

ces contributions se rapportent, excède le montant des contributions qu’il doit verser

au titre de l’année civile en cours et de l’année civile qui précède immédiatement.

9. (c) La qualité de membre d’un Etat qui s’est abstenu de verser ses contributions

venues à échéance durant six années civiles consécutives est suspendue par

l’Assemblée générale. Celle-ci peut toutefois autoriser un Etat membre à exercer les

droits susmentionnés y compris le droit de bénéficier des services de l’ICCROM, ou

décider de ne pas suspendre sa qualité d’Etat membre, si elle estime que la

défaillance de cet Etat est due à des circonstances particulières indépendantes de sa

volonté, et qu’un plan de paiement a été présenté.

J'encourage donc les États membres à prendre les dispositions nécessaires pour s’acquitter de

tout solde impayé afin d’éviter le recours aux mesures statutaires susmentionnées. Pour toute
