Clarification of Proposed Changes to CTIF Statutes, Finacial
Procedure and Financial Regulations
Dear CTIF Members,
As part of a routine ongoing revision of all CTIF Statutes and internal regulations the Executive Committee has recently reviewed those relating to CTIF financial management.
In advance of the planned Online Extraordinary Delegates Assembly we would like to briefly explain and clarify the key amendments reflected in the documents following the strategic review.
The most significant changes are as follows:
− The definition of members has been clarified. Membership now includes federations, associations, companies, and Non-Governmental Organisations (NGO).
− The financial procedures have been simplified and more clearly defined.
− Clarification was made on the process of exclusion and suspension for members, which includes the inability to attend CTIF events
− Changes include also referencing national committees, commissions, and working groups in terms of inclusion/exclusion rules.
− The procedures are designed to uphold the integrity of CTIF and ensure consistent standards across the organization.
− The financial regulations have been updated to align with the revised Statutes.
− A significant increase in membership fees has been proposed to reflect inflation and update expenditure because fees have not been changed in over 15 years.
− A new fee structure will be established to differentiate between NGOs and other Associates
− The process for managing defaults on payments is clearly defined, including milestone dates for reminders and actions.
− The official working languages of CTIF for meetings and documents has been formally defined.
− The financial year has been more precisely defined, including its practical implications for reporting and budgeting.

Klarstellung der vorgeschlagenen Änderungen der CTIF-Statuten, der Finanzverfahren und der Finanzordnung
Sehr geehrte Mitglieder des CTIF,
Im Rahmen der laufenden, regelmäßigen Überprüfung aller CTIF-Statuten und internen Regelwerke hat der Exekutive Rat kürzlich jene Bestimmungen überprüft, die sich auf die finanzielle Verwaltung des CTIF beziehen.
Im Vorfeld der geplanten außerordentlichen Online-Delegiertenversammlung möchten wir die wichtigsten Änderungen kurz erläutern und verdeutlichen, die sich aus der strategischen Überprüfung ergeben.
Die wichtigsten Änderungen sind folgende:
− Die Definition der Mitglieder wurde präzisiert. Die Mitgliedschaft umfasst nun Föderationen, Verbände, Unternehmen und Nichtregierungsorganisationen (NRO).
− Die Finanzverfahren wurden vereinfacht und klarer beschrieben.
− Der Prozess für Ausschluss und Suspendierung von Mitgliedern wurde präzisiert, einschließlich der Unmöglichkeit, an CTIF-Veranstaltungen teilzunehmen.
− Änderungen beziehen sich nun auch auf nationale Komitees, Kommissionen und Arbeitsgruppen im Hinblick auf Aufnahme- und Ausschlussregeln.
− Diese Verfahren sollen die Integrität des CTIF wahren und einheitliche Standards innerhalb der Organisation sicherstellen.
− Die Finanzordnung wurde überarbeitet, um sie an die geänderten Statuten anzupassen.

Précisions des modifications proposées aux Statuts, aux Procédures financières et au Règlement financier du CTIF
Chers membres du CTIF,
Dans le cadre de la révision périodique de l’ensemble des Statuts et règlements internes du CTIF, le Comité Exécutif a récemment examiné les textes relatifs à la gestion financière du CTIF.
En prévision de l’Assemblée extraordinaire des Délégués, qui se tiendra en ligne, nous souhaitons vous présenter et clarifier brièvement les principales modifications issues de cette révision stratégique.
Les changements les plus significatifs sont les suivants :
− La définition des membres a été précisée. L’adhésion comprend désormais les fédérations, associations, entreprises et organisations non gouvernementales (ONG).
− Les procédures financières ont été simplifiées et mieux définies.
− Des précisions ont été apportées au processus d’exclusion et de suspension des membres, y compris l’impossibilité de participer aux événements du CTIF.
− Les règles d’acceptation et d’exclusion s’appliquent désormais également aux comités nationaux, commissions et groupes de travail.
− Ces procédures visent à garantir l’intégrité du CTIF et à assurer l’application cohérente des normes au sein de l’organisation.
− Le règlement financier a été actualisé afin d’être aligné sur les nouveaux satuts.
− Une augmentation des cotisations a été proposée pour refléter l’inflation et ajuster les dépenses, les montants n’ayant pas été modifiés depuis plus de 15 ans.
− Une nouvelle structure tarifaire sera mise en place pour différencier les ONG des autres membres associés.
− Le processus de gestion des retards de paiement est clairement défini, avec des échéances précises pour les rappels et les mesures à entreprendre.
− Les langues officielles de travail du CTIF, applicables aux réunions et aux documents, ont été formellement définies.
− L’exercice financier a été précisé, y compris ses implications pratiques pour la planification et la présentation des rapports financiers.
