Dear Terviseamet team,
We are preparing to distribute and install a drinking water treatment device in Estonia: the SoluCalc®, a CO₂-based water softener manufactured in Belgium by Hydro-Bio SPRL. We act as the official importer for the Estonian market.
To ensure full legal and sanitary compliance, we kindly ask for your feedback regarding whether this product can be placed on the market and installed in Estonia under current regulations.
SoluCalc has been sold in France, Belgium, Netherlands, Switzerland, and Spain since 2008, with over 40,000 units installed in households, hospitals (Besançon University Hospital) and large commercial sites such as IKEA.
It holds a verified average rating of 4.8/5 on Google Reviews, and its effectiveness has been highlighted by independent testing from Test-Achat, Belgium’s leading consumer protection organization. No health or regulatory issues have been reported in over 15 years of operation.
We already have the following documentation:
- ✅ EU Declaration of Conformity (CE) covering Machinery Directive 2006/42/EC, Low Voltage Directive, EMC, and Pressure Equipment Directive
- ✅ Drinking water contact certificates: ACS (France), KTW/DVGW (Germany), WRAS (UK), Hydrocheck (Belgium)
- ✅ Laboratory performance report (CSTC / BBRI – EVACODE protocol): 70% reduction in limescale
- ✅ Installation and user instructions available in Estonian
The System uses food-grade CO₂ and is installed after the main water meter.
We kindly ask:
1. Are these documents sufficient to comply with Estonian sanitary rules for household/commercial use?
2. If any additional local approval is required, could you please inform us:
– To whom the request should be addressed
– Whether you can estimate (even roughly) the expected processing time
– Whether any fees or inspections apply for this type of request
We would be grateful for your guidance and will promptly provide any additional documentation if needed.
Kind regards,
Ceylan Redotté
