Dear Minister Pakosta
We have a great pleasure of extending a formal invitation to you to participate in/to nominate a
representative of the Ministry of Justice of Estonia to participate in the invitation-only European Law Institute
(ELI) High Level Forum on Automated Contracting which will take place online on 5 December 2025 from
10:00–11:30 CET.
The High Level Forum will focus on automated contracting, an area that cuts across a broad spectrum of legal
and policy fields, including contract and consumer law, regulatory design, technological innovation, and
market practice and will provide the opportunity to discuss the recently published ELI Guiding Principles and
Model Rules on Digital Assistants for Consumer Contracts (ELI DACC Model Rules), available here.
The ELI Guiding Principles and Model Rules on Digital Assistants for Consumer Contracts establish a comprehensive legal framework for the use of AI-powered digital assistants in consumer contracts. They provide guidance on key aspects such as consumer protection, contractual obligations, and the responsible design of digital assistants.
The Principles and Model Rules were developed under the leadership of Project Reporters, Prof Dr Christian
Twigg-Flesner, Prof Dr Christoph Busch, Prof Dr Marie Jull Sørensen, and myself in cooperation with experts
from across Europe working in academia, practice and policy-making.
The High Level Forum aims to bring together key stakeholders, including policy-makers, legislators,
regulators, judges, legal practitioners, consumer advocates, and industry representatives, to engage in a
meaningful dialogue on automated contracting, and to explore potential legislative avenues for enhancing
clarity in this evolving field.
We would be greatly honoured if you would accept our invitation to participate in this event. Should your
schedule not permit, we would be grateful if you could nominate an alternative representative. We kindly
ask you to confirm your availability within a week. Should you be available, the ELI Secretariat will follow up
with further details and logistical arrangements.
