Subject: Extension of commitment of EE EMT1 and MUSAR to ECPP

Dear Mr Kääparin,

While monitoring the status of response capacities committed to the European Civil

Protection Pool (ECPP), and more specifically the validity of their commitment, we have

noted that for the capacities that Estonia has committed to the ECPP, as specified below,

the expiry date will soon be reached.

EMT1 fixed 4 December 2025

MUSAR 4 December 2025

We have taken note of your decision, in agreement with the World Health Organization,

to pursue a classification as an EMT1 fixed, instead of an EMT2 as initially planned. As

this EMT received an adaptation grant of EUR 410,457 in 2019, its commitment to the

ECPP will be five years from the date of the WHO classification, once obtained.

For what concerns the MUSAR module, I would certainly encourage Estonia to renew the

political commitment to the ECPP through a letter to the Director-General of DG ECHO,

Maciej Popowski ([email protected], Cc: ECHO-

[email protected]) before the expiry date.

I wish to express my appreciation of Estonia’s continuous commitment to the ECPP, and

more broadly the UCPM, and we look forward to hearing from you.
