Veeseaduse § 245 lõike 1, kliimaministri 24.08.2023 käskkirja nr 1-2/23/352 punktide 1.4 ja 1.5

alusel ning kooskõlas ÜRO mereõiguse konventsiooni artikli 246 lõigetega 1−3 annab

Kliimaministeerium loa teadusliku mereuuringu läbiviimiseks Eesti Vabariigi jurisdiktsiooni all oleval merealal vastavalt SA Keskkonnainvesteeringute Keskuse 16.10.2025 esitatud taotlusele

(täiendatud 05.11.2025) järgmiselt:

Mereuuringu nimetus, reisi nr ELWIND Metocean in-situ seire

Mereuuringu eesmärk Ujuva meteoroloogia-okeanograafia lidar-mõõtepoi EOLOS FL200 E36 paigaldamine Eesti territoriaalmerre (asukoht: 58° 1'22.80"N,

21°43'30.00"E, veesügavus 40 m) ning sellega tuuleolude (kiirus, suund), ilmastiku (õhurõhk,

temperatuur, niiskus, sademed), lainetuse, hoovuste ja päikesekiirguse seiramine 12 kuu jooksul.

Laeva nimi ja registreerimisnumber

LAURA (IMO nr: 9769269) – poi paigaldamisel (eeldatavalt detsembris 2025).

Laeva kutsung YLLR

Uuringu kuupäevad Uuringu kogukestus 24.11.2025-31.01.2027 (13 kuud

koos poi paigaldamis- ja eemaldustöödega). Poi paigaldatakse perioodil 24.11.-31.12.2025, sõltuvalt ilmaoludest. Poi mõõtmisperiood 12 kuud,

hooldustööd eeldatavalt mais 2026.

Mereuuringuloa lisatingimused ja uuringuloa omaja kohustused:

1. uuring peab toimuma kooskõlas rahvusvaheliste ja Eesti Vabariigi õigusaktidega ega tohi

segada laevaliiklust;

2. teavitada Eesti Mereväge (kutsung „Merevalvekeskus“) laeva sisenemisest Eesti Vabariigi

territoriaalmerre (koht ja aeg) e-postile [email protected] (eelistatud), VHF

sagedusel 156.475 MHz (kanal 69) või telefonil +372 71 77493;

3. vastavalt Meresõiduohutuse seaduse § 45 lõikele 9 annab Transpordiamet loa ODAS poi

(EOLOS FL200 BUOY E39) paigaldamiseks vastavalt tabelis toodud andmetele:

4. võimaldamaks navigatsioonihoiatuse edastamist meresõitjatele, tuleb seitse päeva enne poi

paigaldamist edastada täpne paigalduse toimumise kuupäev Transpordiameti e-posti aadressile

[email protected];

5. pärast poi paigaldamist edastada poi täpsed paigaldamise koordinaadid e-posti aadressile

[email protected];

6. teavitada Kliimaministeeriumit kui mereuuringu- ja laevaloa andjat viivitamata uuringuprojekti

olulistest muudatustest e-postile [email protected];

7. kui poi hooldust või väljavõtmist tehakse muu välislaevaga, teavitada sellest täiendavalt Eesti

Mereväge ja Kliimaministeeriumit punktides 2 ja 6 toodud kontaktidel;

8. muudatustest poi asukohas, navigatsioonitulede või AIS transponderi töös ning poi

väljavõtmisest teavitada esimesel võimalusel [email protected];

9. pärast mõõteperioodi lõppu tuleb poi ja selle ankur merest eemaldada uuringuperioodi lõpuks.

Mereuuringu- ja laevaloa andmise peale võib 30 päeva jooksul haldusakti teatavakstegemisest

arvates esitada halduskohtule kaebuse halduskohtumenetluse seadustikus sätestatud korras.

Based on subsection 1 of § 245 of the Water Act, points 1.4 and 1.5 of the Decree of the Minister

of Climate No. 1-2/23/352 (24.08.2023) and in accordance with paragraphs 1−3 of the UN Law of

the Sea Article 246, the Estonian Ministry of the Climate issues the Marine Scientific Research

Permit according to the application submitted by Environmental Investment Centre (16.10.2025;

amended 05.11.2025) as follows:

Purpose of the research cruise Installation of the floating metocean LiDAR buoy

EOLOS FL200 E36 in the Estonian territorial sea (location: 58° 1'22.80"N, 21°43'30.00"E, water depth 40 m) and monitoring of wind conditions (speed,

direction), weather (air pressure, temperature, humidity, precipitation), waves, currents and solar

radiation parameters for 12 months.

Date and duration of marine research

The total research period is 24 November 2025 to 31 January 2027 (13 months, including the installation

and deinstallation/removal works). Depending on weather conditions, the buoy will be installed between 24.11.2025 and 31.12.2025. The monitoring period is

12 months, with maintenance works presumably taking place in May 2026.

Additional conditions and obligations of the permit owner:

1. research cruise must be carried out in accordance with international and Estonian

legislation and must not interfere with vessel traffic;

2. information on the place and time of entering and leaving the Estonian territorial sea must

be reported to the Estonian Navy Maritime Operational Centre`s radio station (call-sign:

„Estonian Coast Guard“) either by e-mail [email protected] (preferred), on the

VHF frequency 156.475 MHz (channel 69) or by phone +372 71 77493;

3. in accordance with § 45 (9) of the Maritime Safety Act, the Estonian Transport

Administration (ETA) hereby grants permission for the ODAS buoy (EOLOS FL200

BUOY E39) to be installed. The buoy should be installed in accordance with the data

provided in the table below:

4. the exact installation date must be notified to ETA at [email protected] at least

seven days prior to the installation of the buoy, to allow time for the navigational warning

to be issued;

5. after the installation, the exact coordinates of the buoy’s installation should be sent by

email to [email protected];

6. the Ministry of Climate, as an issuer of the marine research permit, must be informed

immediately of any substantial changes in the research project by e-mail

[email protected];

7. if the buoy is maintained or removed by another foreign vessel, the Estonian Navy and the

Ministry of Climate must be additionally notified using the contact details provided in

points 2 and 6;

8. notification of any changes to the location of the buoy, the operation of the navigational

light or AIS transponder, or the removal of the buoy should be made as soon as possible at

[email protected];

9. after the end of the measurement period, the buoy and its anchor must be removed from

the sea by the end of the survey period.

In accordance with the Administrative Procedure Act, issuing of this Marine Research Permit and

Entry Clearance may be filed in Administrative Court within 30 days after the issuance of the

Permit.

Austatud Siim Nirgi

Edastame Teile mereuuringuloa nr 16-12/25/30 uurimislaevaga „Laura“ meteoroloogia- okeanograafia lidar-mõõtepoi EOLOS FL200 E36 paigaldamiseks Eesti territoriaalmerre (planeeritud asukohaga 58° 1'22.80"N, 21°43'30.00"E) ajaperioodil 24.11.2025-31.01.2027. Kuna

loataotluste kohaselt ei siseneta Eesti sisemerre ega külastata meie sadamaid, siis pole vajadust laevaloa andmiseks, kuid Eesti merealale sisenemisest tuleb eelnevalt teavitada Eesti Mereväge

vastavalt loas sätestatule. Samuti informeerida Transpordiametit mõõtepoi paigaldamisest vastavalt loas sätestatule.
