Subject: Invitation to nominate national representatives for the Comitology
Committee on the Forced Labour Regulation
Your Excellency,
Regulation (EU) 2024/3015 of the European Parliament and of the Council of 27
November 2024 on prohibiting products made with forced labour on the Union market,
commonly referred to as the Forced Labour Regulation, entered into force on 13 December
2024 and will enter into application on 14 December 2027.
This Regulation prohibits the placing and making available of products made with forced
labour on the EU market, as well as their export. It puts in place a framework through
which competent authorities of the Member States and the Commission will investigate
possible violations of the forced labour ban.
Article 35 of the Forced Labour Regulation provides for the Commission to be assisted by
a committee composed of representatives of the Member-States for the adoption of
implementing acts, functioning in line with Regulation (EU) No 182/2011 (the
‘Comitology Regulation’).
In this context, the Commission invites your authorities to nominate one representative and
one substitute to participate in the committee's meetings. These individuals should possess
the requisite expertise and authority to effectively represent your Member State in
discussions concerning the implementation of the Forced Labour Regulation.
In light of this, please submit the names, titles, and contact details (including email address
and telephone number) of your nominees by 03 December 2025 at the latest. Nominations

should be sent electronically to [email protected], with
“Nomination – Forced Labour Regulation Comitology Committee” in the subject line.
The first meeting concerning the adoption of the implementing act foreseen in Article
7(7)(a) of the Forced Labour Regulation is expected to take place in January 2026 and
further details will follow in due time.
We draw your attention to the recent creation of the Union Network Against Forced Labour
Products for which you also nominated a representative. The purpose of the Network is to
serve as a platform for structured coordination and cooperation between the competent
authorities of the Member States and the Commission, and for streamlining the
enforcement of the Forced Labour Regulation, whereas the purpose of the Comitology
Committee is to discuss and adopt implementing acts. It is certainly possible to nominate
the same representative for both entities.
