With reference to provisions of article 13 of the United Nations Convention against Illicit

Traffic in Narcotic Drugs and Psychotropic Substances of 1988, the International Narcotics

Control Board (INCB) has the honour to inform Governments about the launch of the 2025

technical report on:

- Illicit drug manufacturing equipment and article 13 of the United Nations Convention

against Illicit Traffic in Narcotic Drugs and Psychotropic Substances of 1988.

This second technical report contains information related to equipment used in illicit drug

manufacture, actions taken by Governments and INCB, and an analysis of the current trends

and developments, including equipment-related incidents communicated in the INCB

Precursors Incident Communication System (PICS). The last part of the report provides

Governments with a summary and a set of suggested actions aimed at increasing the

operational use of article 13 of the 1988 Convention. The report together with a six-page

illustrated summary are currently only available in English and on the INCB public website.

Se référant aux dispositions de l’article 13 de la Convention des Nations Unies contre le

trafic illicite de stupéfiants et de substances psychotropes de 1988, l’Organe international de

contrôle des stupéfiants (OICS) a l’honneur d’informer les gouvernements de la publication de

son rapport technique de 2025 sur le thème :

- Équipements utilisés dans la fabrication illicite de drogues et article 13 de la

Convention des Nations Unies contre le trafic illicite de stupéfiants et de substances

psychotropes de 1988.

Ce deuxième rapport technique renseigne sur les équipements utilisés dans la fabrication

illicite de drogues et les mesures prises par les gouvernements et l’OICS dans ce domaine, et

il présente une analyse des tendances et évolutions du moment, notamment des incidents liés

aux équipements qui ont été signalés au moyen du Système de notification des incidents

concernant les précurseurs (PICS) de l’OICS. Dans sa dernière partie, il contient un résumé et

une série de suggestions quant aux mesures à prendre pour mettre davantage en pratique

l’article 13 de la Convention de 1988. Le rapport ainsi que son résumé illustré de six pages ne

sont actuellement disponibles qu’en anglais et sur le site Web public de l’OICS.

Международный комитет по контролю над наркотиками (МККН), ссылаясь на положе-

ния статьи 13 Конвенции Организации Объединенных Наций о борьбе против незаконного

оборота наркотических средств и психотропных веществ 1988 года, имеет честь сообщить

правительствам о выходе технического доклада за 2025 год на тему

- Оборудование для изготовления запрещенных наркотиков и статья 13 Конвенции

Организации Объединенных Наций о борьбе против незаконного оборота нарко-

тических средств и психотропных веществ 1988 года.

В этом втором по счету техническом докладе содержится информация об оборудова-

нии, используемом для незаконного изготовления наркотиков, и мерах, принимаемых пра-

вительствами и МККН, а также анализ текущих тенденций и изменений, включая информа-

цию об инцидентах с оборудованием, сведения о которых поступили в Систему сообщений

о случаях, связанных с прекурсорами (PICS), разработанную МККН. В последнем разделе

доклада приведено резюме для правительств и дан ряд рекомендаций относительно мер,

направленных на расширение практического применения статьи 13 Конвенции 1988 года.

На данный момент доклад вместе с шестистраничным иллюстрированным резюме опубли-

кован на общедоступном сайте МККН только на английском языке.

Con referencia a lo dispuesto en el artículo 13 de la Convención de las Naciones Unidas

contra el Tráfico Ilícito de Estupefacientes y Sustancias Sicotrópicas de 1988, la Junta

Internacional de Fiscalización de Estupefacientes (JIFE) tiene el honor de informar a los

Gobiernos de la publicación de la edición de 2025 del siguiente informe técnico:

- El equipo utilizado para la fabricación ilícita de drogas y el artículo 13 de la

Convención de las Naciones Unidas contra el Tráfico Ilícito de Estupefacientes y

Sustancias Sicotrópicas de 1988.

Este segundo informe técnico contiene información relacionada con el equipo utilizado

para la fabricación ilícita de drogas, las medidas adoptadas por los Gobiernos y la JIFE y un

análisis de las tendencias y novedades actuales, incluidos los incidentes relacionados con el

equipo comunicados en el Sistema de Comunicación de Incidentes relacionados con

Precursores (PICS) de la JIFE. La última parte del informe ofrece a los Gobiernos un resumen

y un conjunto de medidas que se recomienda adoptar para incrementar la aplicación del

artículo 13 de la Convención de 1988 en la práctica. Hasta la fecha, el informe y un resumen

ilustrado de seis páginas solo están disponibles en inglés y en el sitio web público de la JIFE.
