The Director-General of the World Health Organization (WHO) presents his compliments to States Parties to the International Health Regulations (2005) (“IHR”) and has the honour to refer to circular letters C.L.26.2025 and C.L. 33.2025 regarding rejections, reservations, declarations and statements submitted by States Parties in respect of the amendments to the IHR adopted by the Seventy-seventh World Health Assembly through resolution WHA77.17 (2024) (“2024 amendments”), which entered into force on 19 September 2025.

... The Director-General has the honour to communicate a further statement received from the 27 Member States of the European Union, all of which are States Parties to the IHR. This statement will be included in the consolidated IHR text available on the WHO website.

Declaration of the European Union (EU) and its Member States concerning the statement submitted by the Republic of Türkiye on 14 July 2025 to the Director- General of the WHO on the International Health Regulations

The International Health Regulations (IHR) are a very effective tool for reinforcing the connection between the surveillance systems and establishing rapid reaction mechanisms. The EU and its 27 Member States will continue to support the implementation of Article 57 of the IHR in full and without restrictions.

The EU and its 27 Member States take note of Türkiye's intention to implement the provisions of the IHR in accordance with the Convention regarding the regime of the Straits, signed at Montreux on 20 July 1936.

The EU and its 27 Member States understand the desire of the Turkish authorities to respect their international obligations, such as the Montreux Convention regarding traffic in the Straits. In this respect they would like to refer to Article 57 of the IHR, which provides that States parties recognize that the IHR and other relevant international agreements should be interpreted so as to be compatible. The provisions of the IHR shall not affect the rights and obligations of any State party deriving from other international agreements.

Concerning the reference by Türkiye to internal legislation which has no direct bearing on the implementation of the IHR, the EU and its 27 Member States understand that Türkiye will ensure that the application of its internal legislation fully respects the letter and spirit of the IHR and the regime of freedom of navigation in the Straits as established by the Montreux Convention.

《国际卫生条例》是加强监测系统之间联系和确立迅速反应机制的一个非常有效的工

具。欧盟及其 27 个成员国将继续支持全面无限制地实施《国际卫生条例》第五十七条。

欧盟及其 27 个成员国注意到土耳其希望根据 1936 年 7 月 20 日在蒙特勒签署的《关于海

峡制度的公约》来实施《国际卫生条例》的规定。

欧盟及其 27个成员国理解土耳其当局希望尊重其国际义务，如关于海峡交通的《蒙特勒

公约》的愿望。在这方面，它们想提及《国际卫生条例》第五十七条，其中规定缔约国认识

到，《国际卫生条例》和其他相关的国际协议应该解释为一致。《国际卫生条例》的规定不

应该影响任何缔约国根据其他国际协议享有的权利和承担的义务。

… Le Directeur général a en outre l’honneur de transmettre une déclaration supplémentaire reçue des 27 États Membres de l’Union européenne, qui sont tous États Parties au RSI. Cette déclaration figurera dans le texte consolidé du RSI disponible sur le site Web de l’OMS.

Déclaration de l’Union européenne (UE) et de ses États Membres concernant la déclaration soumise par la République de Türkiye le 14 juillet 2025 au Directeur général de l’OMS sur le Règlement sanitaire international

Le Règlement sanitaire international (RSI) est un instrument très efficace pour renforcer les liens entre les systèmes de surveillance et établir des dispositifs de réaction rapide. L’UE et ses 27 États Membres continueront d’appuyer la mise en œuvre de l’article 57 du RSI, intégralement et sans réserve.

L’UE et ses 27 États Membres prennent note de l’intention de la Türkiye d’appliquer les dispositions du RSI conformément à la Convention concernant le régime des détroits, signée à Montreux le 20 juillet 1936. L’UE et ses 27 États Membres comprennent le souhait des autorités turques de respecter leurs obligations internationales, telles que celles contenues dans la Convention de Montreux concernant la navigation dans les détroits. À cet égard, ils tiennent à se référer à l’article 57 du RSI, qui prévoit que les États Parties reconnaissent que le RSI et les autres accords internationaux pertinents doivent être interprétés de manière à assurer leur compatibilité. Les dispositions du RSI n’affectent pas les droits et obligations des États Parties qui découlent d’autres accords internationaux.

Concernant la référence de la Türkiye à des dispositions de son droit interne qui n’ont aucune incidence directe sur l’application du RSI, l’UE et ses 27 États Membres comprennent que la Türkiye veillera à ce que l’application des dispositions de son droit interne respecte pleinement la lettre et l’esprit du RSI ainsi que le régime de la liberté de navigation dans les détroits prévu par la Convention de Montreux.

(далее – «ММСП») и имеет честь сослаться на циркулярные письма C.L.26.2025 и C.L.33.2025 об отклонениях, оговорках, декларациях и заявлениях, представленных государствами-участниками в отношении поправок к ММСП, принятых семьдесят седьмой сессией Всемирной ассамблеи здравоохранения в резолюции WHA77.17 (2024 г.) (далее – «поправки 2024 г.») и вступивших в силу 19 сентября 2025 г.

… Генеральный директор имеет честь препроводить еще одно заявление, полученное от 27 государств – членов Европейского союза, все из которых являются государствами-участниками ММСП. Данное заявление будет включено в сводный текст ММСП, опубликованный на веб-сайте ВОЗ.

Генеральный директор Всемирной организации здравоохранения пользуется настоящей возможностью, чтобы вновь заверить государства – участники ММСП в своем самом глубоком уважении.

Декларация Европейского союза (ЕС) и его государств-членов в отношении заявления, представленного Турецкой Республикой 14 июля 2025 г. на имя Генерального директора ВОЗ по вопросу о Международных медико- санитарных правилах

Международные медико-санитарные правила (ММСП) являются очень эффективным инструментом для укрепления связей между системами эпидемиологического надзора и создания механизмов быстрого реагирования. ЕС и его 27 государств-членов намерены и далее поддерживать осуществление статьи 57 ММСП в полном объеме и без ограничений.

ЕС и его 27 государств-членов принимают к сведению намерение Турции выполнять положения ММСП в соответствии с Конвенцией о режиме проливов, подписанной в Монтрё 20 июля 1936 г. ЕС и его 27 государств-членов понимают стремление турецких властей соблюдать свои международные обязательства, такие как Конвенция Монтрё о судоходстве в проливах. В этой связи они хотели бы сослаться на статью 57 ММСП, которая предусматривает, что государства-участники признают, что ММСП и другие соответствующие международные соглашения должны толковаться как совместимые. Положения ММСП не затрагивают права и обязательства государств-участников, вытекающие из других международных соглашений.

Что касается ссылки Турции на внутреннее законодательство, которое не имеет прямого отношения к осуществлению ММСП, ЕС и его 27 государств-членов исходят из понимания, что Турция примет меры, с тем чтобы применение ее внутреннего законодательства полностью соответствовало букве и духу ММСП и режиму свободного судоходства в проливах, установленному Конвенцией Монтрё.

El Director General de la Organización Mundial de la Salud (OMS) presenta sus respetos a los Estados Partes en el Reglamento Sanitario Internacional (2005) («RSI») y tiene el honor de referirse a las cartas circulares C.L.26.2025 y C.L.33.2025 relativas a las recusaciones, reservas y declaraciones presentadas por los Estados Partes con respecto a las enmiendas al RSI adoptadas por la 77.ª Asamblea Mundial de la Salud mediante la resolución WHA77.17 (2024) («enmiendas de 2024»), que entraron en vigor el 19 de septiembre de 2025.

... El Director General tiene el honor de comunicar una declaración adicional recibida de los 27 Estados miembros de la Unión Europea, todos ellos Estados Partes en el RSI. Esta declaración se incluirá en el texto consolidado del RSI disponible en la página web de la OMS.

Declaración de la Unión Europea (UE) y sus Estados miembros acerca de la declaración presentada por la República de Türkiye el 14 de julio de 2025 al Director General de la OMS sobre el Reglamento Sanitario Internacional

El Reglamento Sanitario Internacional (RSI) es una herramienta muy eficaz para reforzar la conexión entre los sistemas de vigilancia y establecer mecanismos de reacción rápida. La UE y sus 27 Estados miembros seguirán apoyando la aplicación completa y sin restricciones del artículo 57 del RSI.

La UE y sus 27 Estados miembros toman nota de la intención de Türkiye de aplicar las disposiciones del RSI de conformidad con la Convención sobre el Régimen de los Estrechos, firmada en Montreux el 20 de julio de 1936.

La UE y sus 27 Estados miembros entienden el deseo de las autoridades de Türkiye de respetar sus obligaciones internacionales, como la Convención de Montreux relativa al tráfico en los estrechos. A este respecto, desean remitirse al artículo 57 del RSI, en el que se estipula que los Estados Partes reconocen que el RSI y demás acuerdos internacionales pertinentes deberían interpretarse de forma que sean compatibles. Las disposiciones del RSI no afectarán a los derechos y obligaciones de ningún Estado Parte que se deriven de otros acuerdos internacionales.

En cuanto a la referencia que hace Türkiye a la legislación interna que no tiene incidencia directa en la aplicación del RSI, la UE y sus 27 Estados miembros entienden que Türkiye velará por que en la aplicación de su legislación interna se respete plenamente la letra y el espíritu del RSI y el régimen de libertad de navegación en los estrechos establecido en la Convención de Montreux.
