We are a small cosmetic brand company recently installed in Estonia. We are organized to manage all by contract manufacturing in cosmetic factories but as our productions are very small we are thinking of mounting a small laboratory where to have 3/4 production batches per year.

We would produce only natural and organic skin care so we are not going to handle any dangerous chemical, we already got in contact with Consumer Protection and Technical Regulatory Authority

We are thinking of renting a space of around 70/100 m2, prepare it and arrange it a for a maximum of 100 kg batches of said cosmetics, following of course all GMP, Cosmetic Good Manufacturing Practices, as ISO 22716 states, and as relatives consequent EU laws do. We do have chemists, we own formulas and we already had a cosmetics brand successfully on the market, hence we know all required EU procedures about how to legalize products and put them on the market.

We would simply know if to mount the said laboratory in Estonia a part from following rules and guidelines we would need an authorization from you, or a license, or something else. 

Any help or further information on such project would be much appreciated.
