Notification of acceptance of the
International Health Regulations (2005), as amended
The Director-General of the World Health Organization presents his compliments to States
Parties to the International Health Regulations (2005) and has the honour to refer to decision
WHA78(9) (2025), through which the Seventy-eighth World Health Assembly requested the
Director-General “to notify the adoption of the International Health Regulations (2005), as
amended through resolutions WHA67.13 (2014), WHA75.12 (2022) and WHA77.17 (2024), to
the Observer State of Palestine in accordance with paragraph 1 of Article 64 of the International
Health Regulations (2005)”.
In accordance with decision WHA78(9) (2025), the Director-General effected the
above-mentioned notification through a communication dated 22 September 2025.
Following receipt of the letter of acceptance of the International Health Regulations (2005),
as amended through resolutions WHA67.13 (2014), WHA75.12 (2022) and WHA77.17 (2024),
on 29 September 2025, State Party status will commence on 29 December 2025 in accordance
with paragraph 1 of Article 64 of the International Health Regulations (2005).
The Director-General of the World Health Organization takes this opportunity to renew to
States Parties to the International Health Regulations (2005) the assurance of his highest
consideration.

通知接受经修正的《国际卫生条例（2005）》
世界卫生组织总干事向《国际卫生条例（2005）》缔约国致意，并谨提请注意第七
十八届世界卫生大会 WHA78(9)号决定（2025 年），该决定要求总干事“根据《国际卫生
条例（2005）》第六十四条第一款，向巴勒斯坦观察员国通报，经 WHA67.13 号决议
（2014 年）、WHA75.12 号决议（2022 年）和 WHA77.17 号决议（2024 年）修正的《国
际卫生条例（2005）》已获通过”。
根据 WHA78(9)号决定（2025 年），总干事于 2025 年 9 月 22 日发函进行了此项通
报。
在 2025 年 9 月 29 日收到该观察员国来函接受经 WHA67.13 号决议（2014 年）、
WHA75.12 号决议（2022 年）和 WHA77.17 号决议（2024 年）修正的《国际卫生条例
（2005）》之后，根据《国际卫生条例（2005）》第六十四条第一款，该观察员国将自
2025 年 12 月 29 日起成为缔约国。
世界卫生组织总干事借此机会重申对《国际卫生条例（2005）》各缔约国的最崇高

Notification d’acceptation du Règlement sanitaire international (2005), tel qu’amendé
Le Directeur général de l’Organisation mondiale de la Santé adresse ses compliments aux États Parties au Règlement sanitaire international (2005) et a l’honneur de se référer à la décision WHA78(9) (2025), par laquelle la Soixante-Dix-Huitième Assemblée mondiale de la Santé a prié le Directeur général « de notifier l’adoption du Règlement sanitaire international (2005), tel qu’amendé par les résolutions WHA67.13 (2014), WHA75.12 (2022) et WHA77.17 (2024), à l’État de Palestine en sa qualité d’observateur, en vertu du paragraphe 1 de l’article 64 du Règlement sanitaire international (2005) ».
Conformément à la décision WHA78(9) (2025), le Directeur général a procédé à la notification susmentionnée par une communication datée du 22 septembre 2025.
Après réception de la lettre d’acceptation du Règlement sanitaire international (2005), tel qu’amendé par les résolutions WHA67.13 (2014), WHA75.12 (2022) et WHA77.17 (2024), le 29 septembre 2025, le statut d’État Partie prendra effet le 29 décembre 2025, conformément au paragraphe 1 de l’article 64 du Règlement sanitaire international (2005).
Le Directeur général de l’Organisation mondiale de la Santé saisit cette occasion pour renouveler aux États Parties au Règlement sanitaire international (2005) les assurances de sa très haute considération.

Уведомление о принятии Международных медико-санитарных правил (2005 г.)
с внесенными поправками
Генеральный директор Всемирной организации здравоохранения (ВОЗ) свидетельствует свое уважение государствам – участникам Международных медико- санитарных правил (2005 г.) и имеет честь сослаться на решение WHA78(9) (2025 г.), в котором семьдесят восьмая сессия Всемирной ассамблеи здравоохранения поручила Генеральному директору «уведомить государство-наблюдатель Палестину об утверждении Международных медико-санитарных правил (2005 г.) с поправками, внесенными резолюциями WHA67.13 (2014 г.), WHA75.12 (2022 г.) и WHA77.17 (2024 г.) в соответствии с пунктом 1 статьи 64 Международных медико-санитарных правил (2005 г.)».
Во исполнение решения WHA78(9) (2025 г.) Генеральный директор направил вышеупомянутое уведомление в сообщении от 22 сентября 2025 г.
После получения письма от 29 сентября 2025 г. о принятии Международных медико- санитарных правил (2005 г.) с поправками, внесенными резолюциями WHA67.13 (2014 г.), WHA75.12 (2022 г.) и WHA77.17 (2024 г.), статус государства-участника начнет действовать 29 декабря 2025 г. в соответствии с п. 1 статьи 64 Международных медико- санитарных правил (2005 г.).
Генеральный директор Всемирной организации здравоохранения пользуется настоящей возможностью, чтобы вновь заверить государства – участники ММСП (2005 г.) в своем самом глубоком уважении.

Notificación de la aceptación del
Reglamento Sanitario Internacional (2005) en su forma enmendada
El Director General de la Organización Mundial de la Salud saluda atentamente a los Estados Partes en el Reglamento Sanitario Internacional (2005) y tiene el honor de referirse a la decisión WHA78(9) (2025), mediante la cual la 78.ª Asamblea Mundial de la Salud pidió al Director General que tuviera a bien «notificar al Estado observador de Palestina la adopción del Reglamento Sanitario Internacional (2005), en su forma enmendada por las resoluciones WHA67.13 (2014), WHA75.12 (2022) y WHA77.17 (2024), de conformidad con el párrafo 1 del artículo 64 del Reglamento Sanitario Internacional (2005)».
De acuerdo con la decisión WHA78(9) (2025), el Director General efectuó la notificación mencionada mediante una comunicación fechada el 22 de septiembre de 2025.
Tras la recepción de la carta de aceptación del Reglamento Sanitario Internacional (2005), en su forma enmendada por las resoluciones WHA67.13 (2014), WHA75.12 (2022) y WHA77.17 (2024), el 29 de septiembre de 2025, la condición de Estado Parte empezará a ser efectiva el 29 de diciembre de 2025, de conformidad con el párrafo 1 del artículo 64 del Reglamento Sanitario Internacional (2005).
El Director General de la Organización Mundial de la Salud aprovecha esta oportunidad para reiterar a los Estados Partes en el Reglamento Sanitario Internacional (2005) el testimonio de su más alta consideración.
