Response Regarding Advanced Particle
Therapy Centre for the Baltic States
Dear Ms. Valutytė
Thank you for your letter concerning the initiative to establish an Advanced Particle Therapy
Centre for the Baltic States. We appreciate Lithuania’s efforts to explore opportunities for regional
cooperation.
Please note that, according to the mandate of the Ministry of Economic Affairs and
Communications of the Republic of Estonia, our responsibilities do not include fundamental
science or healthcare policy. Therefore, we are not in a position to provide an institutional or
political stance on scientific or medical aspects of this initiative.
Below are our responses to the questions raised:
1. Your country’s institutional and political position regarding the possible establishment of
an Advanced Particle Therapy Centre
The Ministry of Economic Affairs and Communications cannot provide an official position on this
matter, as it falls outside our mandate. An official position of the Republic of Estonia can only be
provided by the Government of Estonia.
2. The potential interest or willingness to support the preparation of a feasibility study
The Ministry of Economic Affairs and Communications cannot provide an position on this matter,
as it falls outside our mandate.
3. Possible conditions under which your country might consider providing financial or
institutional support for the implementation of such a project
At present, it is not possible to allocate direct support from the Estonian state. Any decision
regarding institutional or financial involvement from the Estonian state would require a
Government-level position.
Within our competence, we focus on economic development, entrepreneurship, and innovation.

From this perspective, we remain open to participating in discussions on potential technological
and innovation-related synergies that could arise from such a project, particularly in terms of
fostering advanced technologies and strengthening regional competitiveness.
Should there be interest, we would welcome an online meeting to clarify the scope of cooperation
and identify areas where our ministry’s mandate aligns with the objectives of the initiative.
