Dear Sirs,
I am writing on behalf of the Municipality of Ancona to express our interest in forming a consortium for the upcoming DIGITAL-2026-AI-09-GENAI-PA call under the Digital Europe Programme, and to respectfully invite the Ministry of Economic Affairs and Communications (MKM) of Estonia to join the project, ideally also in a coordinating role.
The call supports the development, diffusion and adoption of trustworthy and strategic Artificial Intelligence solutions across Europe, with a specific focus on strengthening the capacity of public administrations to use Generative AI. It contributes directly to the “Apply AI” strategy by promoting shared data infrastructures, collaborative platforms and European communities of practice. As a Coordination and Support Action, it funds practical tools, guidelines, training activities, legal and technical support for procurement and implementation, as well as networking and policy dialogue for the creation of the GenAI4EU community. The total budget of €1,800,000 will be awarded to a single consortium.
Our proposal brings together several European partners that have already developed AI-based systems for public administrations, governance guidelines, impact assessments and training materials on AI adoption in government. At the Municipality of Ancona, we are progressively introducing GenAI to support internal processes and citizen-facing communication, and we have launched awareness and training initiatives for staff and residents. We have also published a CC BY 4.0 essay on AI awareness and literacy to support Italian public authorities.
We are very familiar with Estonia’s KRATT AI initiative, which we consider a reference model in Europe for interoperable AI-enabled public services, citizen-centric digital access and the reshaping of public-sector efficiency.
For these reasons, it would be an honour for us to have MKM as a project partner, and we would be particularly pleased if MKM could consider acting as the coordinating institution.
