Dear Colleagues,
The Institute for Economic Research and Policy Consulting is pleased to invite you to our regular monthly "Diplomatic Briefing," where IER experts share their insights on the current economic situation in Ukraine and present the latest results of our business tendency survey.
The upcoming Diplomatic Briefing, focused on “Ukraine’s economic situation and challenges in November 2025”, will take place online via Zoom on December 15, 2025, Monday, from 16:00 to 17:00 Kyiv time (9:00-10:00 EST / 15:00-16:00 CEST).
In November, russia continued attacks on energy and railway infrastructure. Many companies faced difficulties with access to electricity, and the challenge remained in December as well. According to IER estimates the extractive industry dropped substantially. The manufacturing demonstrated small decline. At the same time, faster than previously corn harvest resulted in sharp increase in agriculture, which explain acceleration of real GDP growth.
Ukraine and the IMF reached staff level agreement on new Program, which is to become an anchor for international assistance. However, the financing for 2026 is not secured. The EU still has hot debates on the Ukraine Reparation Loan, which is needed for Ukraine already by the end of March’2026. Military assistance from international partners is another matter for concern for 2026.
Overall, business remains rather optimistic, though uncertainty is high. During the Diplomatic Briefing we will discuss key economic parameters and business tendencies of November in greater detail.
