The Director-General of the World Health Organization (WHO) presents his compliments to States Parties to the International Health Regulations (2005) (“IHR”) and has the honour to refer to circular letter C.L.26.2025 notifying, inter alia, the reservations submitted by the Holy See and Switzerland in respect of the amendments to the IHR adopted by the Seventy-seventh World Health Assembly through resolution WHA77.17 (2024) (“2024 amendments”). The 2024 amendments entered into force on 19 September 2025.
States Parties to which the IHR amendments adopted through resolution WHA75.12 (2022) (“2022 amendments”) apply could submit objections to the aforementioned reservations by 8 November 2025, in accordance with paragraph 4(c) of Article 62 of the IHR.
Pursuant to paragraph 5 of Article 62 of the IHR, the Director-General wishes to inform States Parties that no objections were received by the above-mentioned deadline. The aforementioned reservations are therefore deemed to be accepted, and the amendments concerned have entered into force for the Holy See and Switzerland subject to these reservations.
The Director-General of the World Health Organization takes this opportunity to renew to States Parties to the IHR the assurance of his highest consideration.

世界卫生组织总干事向《国际卫生条例（2005）》（“《国际卫生条例》”）各缔
约国致意，并谨提及 C.L.26.2025 号通函。该通函通报了罗马教廷和瑞士就第七十七届世
界卫生大会在 WHA77.17 号决议（2024 年）中通过的《国际卫生条例》修正案（“2024
年修正案”）做出的保留。2024 年修正案于 2025 年 9 月 19 日生效。
根据《国际卫生条例》第六十二条第四款第(三)项，对 WHA75.12 号决议中通过的
《国际卫生条例》修正案（“2022 年修正案”）适用的缔约国可于 2025 年 11 月 8 日之前
就上述保留提出异议。
根据《国际卫生条例》第六十二条第五款，总干事谨通知各缔约国，在上述截止日
期之前未收到任何异议。因此，上述保留被视为已获接受，在有这些保留的情况下，相
关修正案在罗马教廷和瑞士生效。
世界卫生组织总干事借此机会重申对《国际卫生条例》各缔约国的最崇高敬意。

Le Directeur général de l’Organisation mondiale de la Santé (OMS) présente ses compliments aux États Parties au Règlement sanitaire international (2005) (le « RSI ») et a l’honneur de se référer à la lettre circulaire C.L.26.2025 notifiant, entre autres, les réserves formulées par le Saint-Siège et la Suisse concernant les amendements au RSI adoptés par la Soixante-Dix-Septième Assemblée mondiale de la Santé dans sa résolution WHA77.17 (2024) (« amendements de 2024 »). Les amendements de 2024 sont entrés en vigueur le 19 septembre 2025.
Les États Parties auxquels s’appliquent les amendements du RSI adoptés par la résolution WHA75.12 (2022) (« amendements de 2022 ») pouvaient présenter des objections aux réserves susmentionnées jusqu’au 8 novembre 2025, conformément au paragraphe 4c) de l’article 62 du RSI.
En vertu du paragraphe 5 de l’article 62 du RSI, le Directeur général souhaite informer les États Parties qu’aucune objection n’a été reçue dans le délai indiqué ci-dessus. Les réserves susmentionnées sont donc considérées comme acceptées et les amendements concernés sont entrés en vigueur à l’égard du Saint-Siège et de la Suisse, nonobstant ces réserves.
Le Directeur général de l’Organisation mondiale de la Santé saisit cette occasion pour renouveler aux États Parties au RSI les assurances de sa très haute considération.

Генеральный директор Всемирной организации здравоохранения (ВОЗ) свидетельствует свое уважение государствам – участникам Международных медико- санитарных правил (2005 г.) (далее – «ММСП») и имеет честь сослаться на циркулярное письмо C.L.26.2025 об отклонениях, оговорках, декларациях и заявлениях, представленных государствами-участниками в отношении поправок к ММСП, принятых семьдесят седьмой сессией Всемирной ассамблеи здравоохранения в резолюции WHA77.17 (2024 г.) (далее – «поправки 2024 г.») и вступивших в силу 19 сентября 2025 г.
В соответствии с п. 4(c) статьи 62 ММСП государства-участники, в отношении которых применяются поправки к ММСП, принятые в резолюции WHA75.12 (2022 г.) (далее – «поправки 2022 г.»), имели возможность представить свои возражения к вышеуказанным оговоркам до 8 ноября 2025 г.
В соответствии с п. 5 статьи 62 ММСП Генеральный директор доводит до сведения государств-участников, что до истечения вышеуказанного срока возражений получено не было. Таким образом, вышеуказанные оговорки считаются принятыми, и соответствующие поправки вступили в силу для Святого Престола и Швейцарии с представленными оговорками.
Генеральный директор Всемирной организации здравоохранения пользуется настоящей возможностью, чтобы вновь заверить государства – участники ММСП в своем самом глубоком уважении.

El Director General de la Organización Mundial de la Salud (OMS) presenta sus respetos a
los Estados Partes en el Reglamento Sanitario Internacional (2005) («RSI») y tiene el honor de
referirse a la carta circular C.L.26.2025 en la que se notificaron, entre otras cosas, las reservas
presentadas por la Santa Sede y Suiza con respecto a las enmiendas al RSI adoptadas por la
77.ª Asamblea Mundial de la Salud mediante la resolución WHA77.17 (2024) («enmiendas
de 2024»). Las enmiendas de 2024 entraron en vigor el 19 de septiembre de 2025.
Los Estados Partes a los que se aplican las enmiendas del RSI adoptadas mediante la
resolución WHA75.12 (2022) («enmiendas de 2022») podían presentar objeciones a las reservas
mencionadas a más tardar el 8 de noviembre de 2025, de conformidad con el párrafo 4 c) del
artículo 62 del RSI.
De conformidad con el párrafo 5 del artículo 62 del RSI, el Director General desea
informar a los Estados Partes de que no se han recibido objeciones dentro del plazo mencionado.
Por tanto, las reservas mencionadas se consideran aceptadas, y las enmiendas correspondientes
han entrado en vigor para la Santa Sede y Suiza con sujeción a dichas reservas.
El Director General de la Organización Mundial de la Salud aprovecha esta oportunidad
para reiterar a los Estados Partes en el RSI el testimonio de su más alta consideración.
