The Opening of the Judicial Year of the European Court of Human Rights will take place on 30 January 2026 in the Human Rights Building in Strasbourg. It will comprise four events: a lunch (at noon), a Judicial Seminar (at 2.30 p.m.), a Solemn Hearing (at 6.15 p.m.) and a reception.
Please find attached an invitation card, a registration form, an explanatory note and the programme of the Seminar.
The evening keynote speeches will be delivered by Mr Mattias Guyomar, President of the European Court of Human Rights, and Mr Stephan Harbarth, President of the Federal Constitutional Court of Germany.
Due to organisational constraints interpreters will not be able to accompany guests. The Seminar will be recorded and broadcasted later on our website as usual.

Monsieur le Président,
L’ouverture de l’année judiciaire de la Cour européenne des droits de l’homme aura lieu le 30 janvier 2026 au Palais des droits de l’homme à Strasbourg. Celle-ci comprendra quatre événements : un déjeuner (à midi), un séminaire judiciaire (à 14h30), une audience solennelle (à 18h15) et une réception.
Vous voudrez bien trouver, ci-joint, un carton d’invitation, un formulaire d’inscription, une note explicative ainsi que le programme du séminaire.
Les discours liminaires de la soirée seront prononcés par M. Mattias Guyomar, Président de la Cour européenne des droits de l’homme, et M. Stephan Harbarth, Président de la Cour constitutionnelle fédérale de l’Allemagne.
En raison de contraintes organisationnelles, il ne sera pas possible de prévoir de places pour les interprètes accompagnant les invités. Comme d’habitude, le séminaire sera enregistré et diffusé ultérieurement sur notre site internet.

Explanatory Note for the Judicial Seminar 2026
The Judicial Seminar 2026 is entitled “Defending media pluralism and the democratic process in challenging times.” There will be four topics: “Media pluralism and the right to information,” “Freedom of information and the competences of the European Union: the case of restrictive measures,” “The integrity of the democratic process and judicial control” and “The free expression of the people’s will as a prerequisite for the protection of a democratic state order.”
A background paper is being prepared by the Court’s Registry, setting out a selection of references to relevant Convention case-law. The document will be accessible via the following link:

Le séminaire judiciaire 2026 a pour titre « Défendre le pluralisme des médias et le processus démocratique face aux défis actuels » et comporte quatre thèmes : « Le pluralisme des médias et le droit à l'information», « La liberté d'information et les compétences de l'Union européenne : le cas des mesures restrictives », « L'intégrité du processus démocratique et le contrôle judiciaire » et « La libre expression de la volonté du peuple comme condition préalable à la protection d'un ordre étatique démocratique ».
Un document préparatoire est en cours d’élaboration par le greffe de la Cour, dans lequel figure une sélection de citations de la jurisprudence pertinente de la Convention. Ce document sera accessible via le lien suivant :
