Amendment to the Marine Research Permit No 16-12/25/32

for the NMFRI research vessel "Baltica" (BITS survey,

March 2026) Dear Radosław Zaporowski, We hereby inform you that, based on information received from the Estonian Transport Administration, the Ministry of Climate amended the Marine Scientific Research Permit No. 16-12/25/32 on 16 December 2025. This permit relates to the Baltic International Trawl Survey (BITS) of demersal fish stocks in the Estonian marine area, using the research vessel BALTICA, between 1–31 March 2026. The permit has been amended by an additional point 8, which prohibits anchoring and trawling at planned research station No. 28190 due to the presence of a submarine cable and its associated safety zone in that area. Veeseaduse § 248 lõike 3 alusel ning tulenevalt Transpordiametilt 11.12.2025 saabunud teabest muudab Kliimaministeerium Poola Rahvuslikule merekalanduse uurimise instituudile 08.12.2025

väljaantud mereuuringuluba nr 16-12/25/32 teadusliku kalandusuuringu Baltic International Trawl Survey (BITS) läbiviimiseks Eesti merelal märtsis 2026.a uurimislaevaga „BALTICA“ järgmiselt :

Mereuuringuloa lisatingimuste ja uuringuloa omaja kohustuste loetellu lisatakse punkt 8 järgmises sõnastuses (koos lisaga 2):

„8. Mereuuringuloa taotluses toodud traalimise alguspunkt nr 28190 asub navigatsiooniteabes

avaldatud merekaabli ohutusvööndis. Vastavalt meresõiduohutuse seaduse § 45 lõikele 8 on navigatsiooniteabes avaldatud kaablile lähemal kui 0,5 meremiili keelatud tegevused, mis võivad seda kahjustada. Seetõttu on ankurdamine ja traali kasutamine eelpool mainitud asukohas

keelatud. Läheduses olevate veealuste kaablite ohutusvööndid koos traalimise alguspunktiga nr 28190 on toodud lisas 2. Kui uurimisgraafikus, asukohas või muudes meresõiduohutust

puudutavates asjaoludes toimub muudatusi, siis tuleb nendest viivitamatult teavitada Transpordiametit e-posti teel aadressil [email protected].“.

Pursuant to § 248 section 3 of the Water Act and based on the information received from the Transport Administration on 11.12.2025, the Ministry of Climate hereby amends the Marine Research Permit No 16-12/25/32, issued to the National Marine Fisheries Research Institute of

Poland on 08.12.2025 for carrying out the scientific fisheries research Baltic International Trawl Survey (BITS) in the Estonian maritime area in March 2026 with the research vessel "BALTICA",

as follows: The following point 8 (with its Appendix 2) is hereby added to the list of Additional conditions and

obligations of the permit owner, as follows:

„8. Start position No 28190 for trawling, as provided in the Marine Research Permit Application, is located within the safety zone of a submarine cable published in the navigational information. Pursuant to § 45, section 8 of the Estonian Maritime Safety Act, activities that could damage a

submarine cable are prohibited within 0.5 nautical miles of the published cable route. Therefore, anchoring and trawling are prohibited in the aforementioned area. The safety zones of nearby

submarine cables with planned trawling start position No 28190 are shown in the Appendix 2. Should there be any changes to the research schedule, location, or any other circumstances concerning maritime safety, the Estonian Transport Administration must be notified immediately

by email at [email protected]“.

Mereuuringu eesmärk ICES poolt koordineeritud teaduslik traalpüügi uuring (Baltic International Trawl Survey e BITS) Läänemere avaosas Eesti majandusvööndis ja osaliselt

territoriaalmeres (ICES ruudud III c-d) põhjalähedaste kalade (tursk, lest kammeljas, heeringlased) varude

olukorra selgitamiseks (paiknemine, arvukus, bioloogiline struktuur), vee füüsikalis-keemiliste omaduste seire koos ihtüo- ja zooplanktoni proovide

võtmisega. Uuringu käigus tehakse akustilist seiret tursa leviku jälgimiseks ning katsepüüke (sh 7

asukohas põhjatraalimised).

Mereuuringuloa lisatingimused ja uuringuloa omaja kohustused:

1. uuringud peavad toimuma kooskõlas rahvusvaheliste ja Eesti Vabariigi õigusaktidega ega tohi

segada laevaliiklust;

2. teavitada Eesti Mereväge (kutsung „Merevalvekeskus“) laeva sisenemisest Eesti Vabariigi

territoriaalmerre (koht ja aeg) e-postile [email protected] (eelistatud), VHF

sagedusel 156.475 MHz (kanal 69) või telefonil +372 717 7493 ning Keskkonnaametit riigiinfo

telefonil +372 600 1247;

3. teavitada Kliimaministeeriumit kui mereuuringu- ja laevaloa andjat viivitamata uuringuprojekti

olulistest muudatustest e-postile [email protected];

4. uuringualal leiduvate veealuste mälestiste ja nende kaitsevööndite kohta leiab infot kultuurimälestiste riiklikust registrist (https://register.muinas.ee/) ning Maa- ja Ruumiameti

kultuurimälestiste kaardirakendusest (https://xgis.maaamet.ee/xgis2/page/app/kultuurimalestised).

Veealusel mälestisel ei tohi ankurdada ning kui planeeritakse tegevusi veealuse mälestise kaitsevööndis, tuleb sellest teavitada Muinsuskaitseametit ([email protected]) vähemalt

kümme päeva enne tööde alustamist (muinsuskaitseseadus (MuKS) § 58 lg 3 p 4, § 59);

5. lokaliseeritud ajalooliste vrakkide asukohti tuleb enne tööde alustamist kontrollida Transpordiameti

hüdrograafia infosüsteemist (https://his.vta.ee:8443/HIS/Avalik?REQUEST=Main&WIDTH=1920&HEIGHT=911) ning

lokaliseeritud vrakkide asukohtades sekkuvaid uuringuid ei tehta (MuKS § 25 lg 2);

6. täita eripüügiloa nr 10-1/25/62-2 (lisatud) nõudeid;

7. püügiandmed tuleb esitada Regionaal- ja Põllumajandusministeeriumi kalanduspoliitika

osakonnale ([email protected]) 10 päeva jooksul pärast loa kehtivusaja lõppemist. 8. Mereuuringuloa taotluses toodud traalimise alguspunkt nr 28190 asub navigatsiooniteabes

avaldatud merekaabli ohutusvööndis. Vastavalt meresõiduohutuse seaduse § 45 lõikele 8 on navigatsiooniteabes avaldatud kaablile lähemal kui 0,5 meremiili keelatud tegevused, mis võivad

seda kahjustada. Seetõttu on ankurdamine ja traali kasutamine eelpool mainitud asukohas keelatud.

Läheduses olevate veealuste kaablite ohutusvööndid koos traalimise alguspunktiga nr 28190 on toodud lisas 2. Kui uurimisgraafikus, asukohas või muudes meresõiduohutust puudutavates

asjaoludes toimub muudatusi, siis tuleb nendest viivitamatult teavitada Transpordiametit e-posti

Purpose of the research cruise A scientific trawl survey (Baltic International Trawl Survey or BITS) coordinated by ICES in the Baltic Sea

(area of ICES III c-d) in the Estonian exclusive economic zone and partly in the territorial sea to determine the status of demersal fish stocks (cod,

flounder, turbot, clupeids) (location, abundance, biological structure), monitoring of the

Additional conditions and obligations of the permit owner:

1. the research cruise must be carried out in accordance with international and Estonian

legislation, and must not interfere with vessel traffic;

2. information on the place and time of entering and leaving the Estonian territorial sea must be

reported to the Estonian Navy Maritime Operational Centre`s radio station (call-sign:

„Estonian Coast Guard“) either by e-mail [email protected] (preferred), on the

VHF frequency 156.475 MHz (channel 69) or by phone +372 717 7493 and Estonian

Environmental Board on phone +372 600 1247;

3. the Ministry of Climate, as an issuer of the marine research permit, must be informed

immediately of any substantial changes in the research project by e-mail

[email protected];

4. information about underwater monuments and their protection zones in the study area can be

found in the National Register of Cultural Monuments

(https://register.muinas.ee/public.php?lang=en) and on the Cultural Monuments Map

Application of the Land and Spatial Development Board

(https://xgis.maaamet.ee/xgis2/page/app/kultuurimalestised). Anchoring is not permitted on

underwater monuments. If activities are planned in the protection zone of an underwater

monument, the National Heritage Board ([email protected]) must be notified at

least ten days before work begins (Heritage Conservation Act (MuKS) § 58(3)(4), §59);

5. Before starting work, the locations of localised historical wrecks must be checked in the

Estonian Transport Board's hydrographic information system

(https://his.vta.ee:8443/HIS/Avalik?REQUEST=Main&WIDTH=1920&HEIGHT=911). No

intrusive surveys shall be conducted at the locations of localised wrecks (MuKS § 25 (2));

6. Comply with the requirements of the Special Purpose Fishing Permit No 10-1/25/62-2

(attached);

7. Catch information shall be reported to the Fisheries Policy Department of the Ministry of

Rural Affairs and Agriculture ([email protected]) within 10 days after the expiration date of the

permit.

8. Start position No 28190 for trawling, as provided in the Marine Research Permit Application,

is located within the safety zone of a submarine cable published in the navigational

information. Pursuant to § 45, section 8 of the Estonian Maritime Safety Act, activities that

could damage a submarine cable are prohibited within 0.5 nautical miles of the published

cable route. Therefore, anchoring and trawling are prohibited in the aforementioned area. The

safety zones of nearby submarine cables with planned trawling start position No 28190 are
