CONFIRMATION LETTER
09.04.2025 No 1-23/2025/2623
Based on the clause 4.3. of the Statute of the Legal and Procurement Department of the State Forest Management Center, I herewith confirm following. On March 12, 2025, the Supervisory Board of the State Forest Management Center, by decision No. 1-11/3, approved the offer from JSC Latvia State Forest (reg. no. 40003466281) for 200,000 potted pine seedlings at a price of 40,000 EUR, excluding VAT. This confirmation letter certifies that the tender was conducted by an institution owned by the Estonian Republic (Estonian State Forest Management Center), and the aforementioned auction was carried out in accordance with the law. The results of the auction are valid and have not been contested. The State Forest Management Center also confirms that the institution is not insolvent, has no tax debts, and has not violated competition law. Additionally, the management of the State Forest Management Center (Mikk Marran, Agne Aija, Kristjan Tõnisson, Erko Soolmann) has no criminal records. According to the auction terms, the successful bidder must pay a 10% advance for the seedlings before signing the contract. However, the State Forest Management Center agrees to make an exception for the JSC Latvia State Forest, allowing all fees to be paid after the contract is signed. Current Confirmation Letter is considered to be equivalent and valid as the offer made during negotiative procurement procedure and can be relied on as the basis for concluding the contract for the purchase of 200,000 potted pine seedlings at a price of 40,000 EUR, excluding VAT.
