Ref. No: 2502
Her Excellency Liisa-Ly Pakosta,
Minister of Justice and Digital Affairs,
The Republic of Estonia,
Your Excellency,
I have the honor to extend to Your Excellency my highest regards and to express my deep appreciation for the distinguished friendly relations between the Arab Republic of Egypt and the Republic of Estonia, and for the growing cooperation between our two countries in the fields of communications and information technology. On this occasion, I would like to extend my sincere congratulations to Your Excellency on assuming your current responsibilities in the Estonian government.
In this context, and in light of our shared interest and forward-looking vision for emerging technologies - particularly artificial intelligence, now a principal driver of the digital economy - I am pleased to invite Your Excellency to participate in the international event “AI Everything Egypt 2026”, hosted by the Ministry of Communications and Information Technology under the theme “The Most Empowering Global AI Technology Week in the Middle East and Africa”. The event will take place at the Egypt International Exhibition Center (EIEC) on 11–12 February 2026.
This event is the first specialized regional platform dedicated to enabling governments, industry leaders, and innovators to develop and deploy artificial intelligence technologies. It will address AI-related issues from various perspectives, including governance, ethical use, applications, and more. The summit will bring together an elite group of global decision-makers, government officials, investment leaders, international experts, as well as leading startups and pioneers of advanced technologies, to explore ways to enhance digital sovereign capabilities, strengthen cross- border cooperation, and build responsible and sustainable AI ecosystems.
An exhibition of global AI innovations will be held in parallel, bringing together more than 200 leading AI companies, over 500 startups, and more than 100 investors representing assets under management exceeding USD 50 billion, from 30+ countries. The exhibition will serve as a gateway for advancing AI adoption across government services, smart cities and infrastructure, financial and banking services, digital communications, transport, mobility, and logistics.
Your esteemed participation - towards which I look with great anticipation - would lend significant weight to the summit’s proceedings and meaningfully contribute to enriching international dialogue on the future of AI. It would also provide an excellent opportunity to further enhance bilateral cooperation between Egypt and Estonia in the ICT field. We look forward to continuing the distinguished journey of cooperation that we have embarked upon over the past few years at both governmental and private sector levels, with a view to expanding the scope of collaboration in areas of mutual interest, including digital transformation, outsourcing, cybersecurity, artificial intelligence, and other emerging technologies.
Your Excellency’s presence at this event will provide an important opportunity to present Estonia’s forward- looking vision for AI and its role in achieving national development priorities. It will also help consolidate joint efforts in supporting AI initiatives, expanding research and development, and building interoperable and future-ready digital ecosystems.
Reaffirming to Your Excellency the assurances of my highest consideration, I look forward to the honor of welcoming you in Cairo and to working together toward a shared global vision for the future of AI. I wish Your Excellency continued success, and the friendly Republic of Estonia - its leadership and its people - everlasting prosperity and progress.
With my highest respect and appreciation,
Sincerely,
Dr. Amr S. Talaat

This session explores how they are adapting strategies, protecting liquidity and sustaining growth in an unpredictable financial climate.
12:55 – 13:15 PANEL DISCUSSION | THE INVESTOR SHIFT: CAN EGYPT KEEP ITS CAPITAL BUILDERS? Egypt’s startup scene is losing its investment talent as fund managers move abroad for better capital access and flexible structures. This session examines how Egypt can retain its venture builders by improving fund regulation, easing capital flows and restoring confidence in its AI and tech future.
12:20 – 12:35 FIRESIDE CHAT | WHEN FREEDOM OF SPEECH MEETS AI GOVERNANCE Egypt’s strict digital and media laws are testing how far innovation can go. Founders face licensing hurdles, legal ambiguity and the constant risk of censorship when building AI or content-based platforms. This session explores how they navigate compliance without silencing creativity, balance regulation with responsible innovation and sustain trust in an environment where speech, data and governance increasingly overlap.
12:05 – 12:20 FIRESIDE CHAT | TRUST, TRANSPARENCY AND ACCOUNTABILITY: WHAT INVESTORS WANT FROM AI FOUNDERS AI investment is entering a new phase where trust matters as much as performance. Founders must show that their systems are safe, transparent and compliant, while investors face growing scrutiny over the AI companies they support. This session examines how investors assess governance, manage reputational risk and back founders who build with integrity. It offers practical insight into what responsible investment looks like in the age of AI.

With my highest respect and appreciation,
Sincerely,
