The Director General of the World Intellectual Property Organization (WIPO) presents his compliments and has the honor to invite Members and Observers to be represented at the second session of the WIPO ICT Leadership Dialogue (WILD) which will take place in Geneva, at the WIPO Headquarters, from April 14 to 16, 2026. The session will be held daily from 10:00 a.m. to 1:00 p.m. and from 3:00 p.m. to 6:00 p.m. (CEST).

The WILD provides a forum for leaders from intellectual property (IP) offices or organizations to discuss matters related to information and communications technology (ICT) and IP including digital strategies and policy, digital solutions, IP data, and implications of emerging technologies for IP administration and related services. It is therefore expected that ICT leaders such as chief information officers or senior management officials, if desired, heads of IP offices will be attending the WILD.

The provisional program (document WILD/2/1 Prov.) is available on the WIPO website at: https://www.wipo.int/meetings/en/details.jsp?meeting_id=90908 and other working documents will be made available in due course.

Simultaneous interpretation will be provided in English, Arabic, Chinese, French, Russian and Spanish.

NEXT STEP ACTIONS AND GUIDANCE FOR PARTICIPATION At the first session of WILD, participants identified the following five key actions which are recommended to be taken by IP offices and WIPO for next steps:

(a) Establishing a network of chief information and chief technology officers (CIO/CTO) among IP offices;

(b) Setting up a forum to share information about ICT services and solution portfolios; (c) Organizing knowledge-sharing workshops or training sessions to build capacities; (d) Collaborating on a pilot project(s) to utilize emerging technologies, for instance an

event on tools, such as a hackathon or code fest, for IP business and services; and (e) Establishing a focus group(s) for collaboration on key areas of interest: an AI tools

group was suggested as the first such group. In alignment with the identified key actions, the Secretariat proposes to establish two groups: (1) the CIO-CTO Network which brings together CIOs, CTOs, or senior ICT leaders responsible for policy, strategy, and digital transformation and (2) the AI Tool Collaboration Group, made up of business owners or AI specialists driving AI transformation. Participation in both initiatives is completely voluntary. El director general de la Organización Mundial de la Propiedad Intelectual (OMPI) presenta sus atentos saludos y tiene el honor de invitar a los miembros y observadores a estar representados en la segunda sesión del Diálogo de la OMPI para Líderes de TIC (WILD), que se celebrará en Ginebra, en la sede de la OMPI, del 14 al 16 de abril de 2026. Las sesiones del Diálogo se celebrarán diariamente de 10.00 a 13.00 y de 15.00 a 18.00 (hora de Ginebra).

El Diálogo constituye un foro en el que los responsables de las oficinas u organizaciones de propiedad intelectual (PI) examinan cuestiones relacionadas con las tecnologías de la información y las comunicaciones (TIC) y la PI, como las estrategias y políticas digitales, las soluciones digitales, los datos de PI, las repercusiones de las nuevas tecnologías en la administración de la PI y los servicios conexos. Por lo tanto, está previsto que participen en el Diálogo líderes de TIC, como los directores de sistemas de información o funcionarios de rango superior, si lo desean, como los jefes de oficinas de PI.

SIGUIENTES MEDIDAS PROPUESTAS Y ORIENTACIÓN PARA LA PARTICIPACIÓN

En la primera sesión del Diálogo los participantes señalaron la siguientes cinco medidas esenciales que se recomienda adoptar a las oficinas de PI y la OMPI:

a) crear una red de directores de los sistemas de información y directores de tecnología (CIO/CTO) de las oficinas de PI;

b) establecer un foro en el que intercambiar información sobre los servicios de TIC y el conjunto de soluciones disponibles;

c) organizar talleres de intercambio de conocimientos o sesiones de formación a fin de fortalecer las capacidades;

d) colaborar en uno o varios proyectos piloto sobre la utilización de tecnologías emergentes, por ejemplo, una actividad dedicada a las herramientas, como un hackatón o un encuentro de programadores, destinado a las empresas y servicios relacionados con la PI; y

e) crear uno o varios grupos temáticos a fin de colaborar en los principales ámbitos de interés; se sugirió que el primero de ellos fuera un grupo sobre herramientas de IA.

En concordancia con las medidas esenciales señaladas, la Secretaría propone establecer dos grupos: 1) la red CIO-CTO, que reúne a CIO, CTO o personal directivo superior de las TIC responsable de la política, estrategia y transformación digital, y 2) el Grupo de Colaboración en herramientas de IA, compuesto por propietarios de empresas o especialistas en IA que impulsan la transformación de la IA. La participación en ambas iniciativas es completamente voluntaria.

Le Directeur général de l Organisation Mondiale de la Propriété Intellectuelle (OMPI) présente ses compliments et a l honneur d inviter les membres et observateurs à se faire représenter à la deuxième session du Dialogue de haut niveau de l OMPI sur le numérique (WILD) qui se tiendra à Genève, au siège de l OMPI, du 14 au 16 avril 2026. Les réunions du WILD se tiendront tous les jours de 10 h 00 à 13 h 00 et de 13 h 00 à 18 h 00 (heure d été d Europe centrale).

Le WILD offre aux responsables des offices de propriété intellectuelle ou d organisations l occasion de débattre de questions liées aux technologies de l information et des communications (TIC), notamment les stratégies et politiques dans le secteur du numérique, les solutions numériques, les données de propriété intellectuelle, l incidence des technologies émergentes sur l administration de la propriété intellectuelle et les services connexes. La participation de figures dirigeantes du secteur des TIC, telles que des responsables de services informatiques, ou de hauts responsables et, s ils le souhaitent, de responsables d offices de propriété intellectuelle, est donc attendue.

PROCHAINES ETAPES ET ORIENTATIONS RELATIVES A LA PARTICIPATION AUX TRAVAUX

À la première session du WILD, les participants ont recensé les cinq mesures clés ci-après qu il est recommandé aux offices de propriété intellectuelle et à l OMPI de prendre dans le cadre des prochaines étapes :

a) mettre en place un réseau de directeurs des services informatiques et de directeurs des services technologiques au sein des offices de propriété intellectuelle;

b) créer un forum pour partager des informations sur les services TIC et les portefeuilles de solutions;

c) organiser des ateliers de partage des connaissances ou des séances de formation pour renforcer les capacités;

e) mettre en place un ou plusieurs groupes de discussion pour collaborer sur les principaux domaines d intérêt : un groupe dédié aux outils d IA a été proposé comme premier groupe de ce type.

Conformément aux mesures clés recensées, le Secrétariat propose de créer deux groupes : 1) un réseau CIO-CTO, réunissant des directeurs de services informatiques, des directeurs techniques ou de hauts responsables des TIC chargés des politiques, des stratégies et de la transformation numérique; et 2) un groupe de collaboration sur les outils d IA, composé de chefs d entreprise ou de spécialistes de l IA chargés de piloter la transformation numérique. La participation à ces deux initiatives est entièrement volontaire.
