Status of impiementation of the European Disability Card (Directive 2841/2024)

Dear Minister Karmen Joller,

as part of our ongoing commitment to promote inclusion and equal opportunities for persons with

disabilities across the European Union, 1 am writing to request a short report on the status of the

impiementation of the European Disability Card (Directive 2841/2024) in Estonia.

The followirig aspects are of particular interest to us and the disability community, and we would

be grateful if you could take them into consideration:

1. Legal transposition — Is the regulation being implemented into national law? Please

indicate the expected date of adoption.

2. Issuing infrastructure — Status of physical and/or digital card issuance (e.g., number of

cards aiready issued, systems in place, integration with national e-ID).

3. Public awareness — Any campaigns, multilingual materiais, or stakehoider consultations

that have been launched or are plarmed.

4. Challenges & support needs — Identify any admiriistrative, technical, or budgetary

obstacles and indicate whether EU-level assistance (fundirig, expertise, best-practice sharing)

would be helpful.
