Letter of Support
On behalf of Estonian Transport Administration (TRAM), we would like to offer our support to
the proposal (project name "EGNSS-INAIR"), coordinated by GeoNumerics S.L., in response
to the Horizon Europe call HORIZON-EUSPA-2023-SPACE-01-42.
We understand that the project's objective is to contribute in the advancement of Unmanned
Aircraft Systems (UAS) technology, particularly in the area of strategic deconfliction and DAA,
focusing on the use of high-integrity navigation solutions based on European GNSS services to
reduce both ground and air risk. The project ultimately aims to demonstrate that navigation and
positioning technology for UAS is mature enough for the integration into current unsegregated
airspace ARC-C operations.
We endorse the project and support the consortium to reach the required level of maturity and
demonstrate how airspace management, operational efficiency and aviation safety could benefit
from the outcomes of the project. We also appreciate EGNSS-INAIR project's focus on
regulatory compliance and engagement with ANSPs and competent authorities.
We appreciate EGNSS-INAIR project partners experience that, among others, has been gained
from current and previous EU projects such as DELOREAN (2019-2022), GOF 2.0 (2021-
2022), GAMMS (2021-2023), EGENIOUSS (2022-2026) and SAFIR-Ready (2023-2026). We
are aware that the project partners propose to establish a link with other organisations that will
provide their expertise through the project Advisory Board that will have an ad-hoc topic-
specific interaction. TRAM welcomes this approach to ensure that key stakeholders can
complement consortium expertise.
Moreover, TRAM will seek to support the project in the validation phase by facilitating the testing
of relevant use cases in Estonia, and, to ensure compliance and safety are properly addressed.

We hereby confirm our interest in contributing to the project as a member of the Advisory Board
and taking up the results of the EGNSS-INAIR as guidance for the future integration of UAS
traffic into ARC-C airspace, however, TRAM shall not take any commitment, responsibility or
financial obligations in regards to the project with this letter of support.
