Ref.: By its resolution 79/249 of 24 December 2024, the General Assembly adopted the scale of assessments for the contributions of Member States to the regular budget of the United Nations for 2025, 2026 and 2027.
Evaluation of possible contributions to the Protocol on Water and Health for the period 2026-2028, based on the United Nations scale of assessments
Notes: * Following the deposit of the instrument of accession to the Protocol on Water and Health by Kazakhstan on 5 January 2026, the Protocol will enter into force for Kazakhstan on 5 April 2026. This will entail adjustments to the estimates of possible contributions presented herein. ** As the programme of work of the Protocol on Water and Health covers the period 2026-2028, the scale of assessment has been applied to this entire period. Estimates for 2028 would need to be adjusted when the General Assembly approves the new scale of assessments.

Excellencies, I have the honour of writing to you following the successful seventh session of the
Meeting of the Parties to the UNECE-WHO/Europe Protocol on Water and Health, held in Budapest, Hungary, on 5–7 November 2025, which your country attended as a Party to the Protocol.
The meeting confirmed the role of the Protocol in delivering concrete and measurable
results and accelerating progress towards universal access to water, sanitation and hygiene, linking the protection of human health with that of the environment. As emphasized by the United Nations Secretary-General António Guterres in his opening statement, the work under the Protocol “[…] has shaped policies and investments to improve access to safe water and sanitation, prevent water-related diseases, and advance human health and inclusive development”.
In my capacity as Chair of the Meeting of the Parties, I wish to express my gratitude
for your delegation’s active participation and contribution to the meeting, for the forward- looking exchanges on enhancing resilience to emerging challenges in water, sanitation, hygiene and health in the pan-European region, and for sharing your country’s achievements, priorities and challenges.
The Protocol’s programme of work for 2026–2028, adopted by the Meeting of the
Parties, reflects the priorities, needs and areas of common interest for countries in the pan- European region, placing particular emphasis on strengthening the resilience of water and sanitation sectors as a unifying focus for work under the different thematic areas of work. To enable effective implementation of the programme of work, it is essential that the Parties to the Protocol provide the necessary financial and in-kind resources. Implementation costs are estimated at 6.28 million US dollars for the three-year period. It is expected that these costs will be covered by voluntary financial contributions from the Parties to the Protocol trust funds of both UNECE and the WHO Regional Office for Europe.
In this context, I refer to the targets for financial sustainability of the work under the
Protocol on Water and Health, adopted by the Meeting of the Parties, which aim to achieve a fair sharing of the burden of financing the implementation of the programme of work among Parties, improve the reliability and predictability of funding, ensure full mobilization of financial resources in an equitable manner and support a balanced implementation of all programme areas.
I strongly encourage your country to contribute to the funding of the activities set out
in the programme of work for 2026–2028, including the staff costs of the joint secretariat supporting their implementation. In accordance with objective 3 of the aforementioned financial sustainability targets, which aims to ensure the equitable mobilization of financial resources, I am attaching the United Nations scale of assessment. This may be a useful reference to determine your country's expected level of contribution.
I kindly invite you to send information on your intended contributions by 27 February
2026 to [email protected] and [email protected]. I would also like to take the opportunity to inform you that I have submitted Key
messages and recommendations to strengthen resilience of water and sanitation systems for a safer and healthier future, adopted by the Meeting of the Parties, as input to the 2026 United Nations Water Conference (United Arab Emirates, 2–4 December 2026). I encourage your country to actively promote the Protocol in the preparatory processes to the 2026 Water Conference, including in the High-Level Preparatory Meeting (Dakar, 26–27 January 2026).
