Dear Liana Petrova Thank you for your inquiry. At Barnahús, we handle cases in which there is a suspicion that children may have been subjected to sexual abuse, physical abuse, or domestic violence. The role of Barnahús is to ensure that such cases are carried out in a child-friendly and multidisciplinary environment. Professionals from various agencies work together under one roof to support the child. This work includes forensic interviews, medical examinations, psychological assessment and treatment, as well as coordinated collaboration with child protection services, the police, and the judiciary. Accordingly, the activities of Barnahús relate exclusively to active cases that are under investigation or in ongoing processing. Barnahús does not conduct retrospective or systematic reviews of serious child protection cases. The Quality and Supervision Agency for Welfare Services (GEV) serves as the national supervisory authority responsible for overseeing the quality of child protection and other welfare services. GEV receives and addresses complaints, conducts inspections, and undertakes proactive supervisory activities, including investigations of serious unexpected incidents within service systems. I would therefore recommend contacting GEV directly (Gæða- og eftirlitsstofnun velferðarmála).

Dear Representative of Barnahús! I am writing to you from the Estonian Social Insurance Board. I work in the Supervision Unit and lead a project whose main objective is to retrospectively analyze child protection cases with serious outcomes, identify cross- sectoral bottlenecks, and learn from these cases to prevent serious outcomes in the future and reduce their occurrence. The future commission would analyze the actions and cooperation of all parties involved in resolving the case and provide recommendations for preventing serious outcomes. In 2025, we formed a working group with the goal of developing a cross-sectoral analysis model and methodology for child protection cases with serious outcomes. During the meetings of the working group, we familiarize ourselves with various methodologies from Estonia and abroad. At the last December meeting, the working group expressed a desire to learn about the methodology used in Iceland, but unfortunately, I have not yet found definite information confirming the existence of an institution, organization, or commission in Iceland that deals with cross-sectoral analysis of child protection cases with serious outcomes. I have found that there is a Quality and Supervision Agency for Well-being, the National Agency for Children and Families, and Barnahús in Iceland, but it seems that these institutions do not address exactly what I am seeking. I have researched the activities of Barnahús, and it seems to me that your area of work most closely aligns with the tasks of our proposed commission, which is why I decided to contact you, as Barnahús appeared to be the most suitable among the mentioned institutions. Could you please let me know if there is an institution, organization, or commission in Iceland that engages in retrospective cross-sectoral analysis of child protection cases with serious outcomes? If such an entity exists, I would be very grateful if you could share any information or contacts so that I can get in touch with them directly. Please respond at your earliest convenience, but no later than January 16th, as our next working group meeting is approaching, and I need time to contact this institution and prepare for the meeting on January 28, 2025, to present the Icelandic methodology. Á fundum vinnuhópsins kynnumst við meðal annars mismunandi aðferðum frá Eistlandi og erlendis. Á síðasta fundi í desember lýsti vinnuhópurinn yfir áhuga á að kynnast aðferðafræði Íslands, en því miður hef ég ekki enn getað fundið ákveðnar upplýsingar sem staðfesta að slík stofnun, samtök eða nefnd á Íslandi taki yfir svið þverfagleg greining á barnaverndarmálum með alvarlegum afleiðingum. Ég hef fundið að á Íslandi er Gæða- og eftirlitsstofnun velferðarmála, Barna- ja fjölskyldustofa, og Barnahús, en það lítur út fyrir að þessar stofnanir fjalli ekki nákvæmlega um það sem ég er að leita að. Ég hef rannsakað hvað Barnahús gerir og mér virtist að verkefni þeirra væru mest lík þeim verkum sem hin fyrirhugaða nefnd okkar mun sjá um, þess vegna ákvað ég að skrifa til ykkar þar sem Barnahús virtist vera viðeigandi stofnun. Gætuð þið vinsamlegast látið mig vita hvort á Íslandi sé til stofnun, samtök eða nefnd sem taki yfir svið þverfaglega greiningu á barnaverndarmálum með alvarlegum afleiðingum? Ef slík eining er til staðar, yrði ég mjög þakklátur ef þið gætuð deilt upplýsingum/eða tengiliðum með mér svo ég geti haft beint samband við þau. Vinsamlegast svarið eins fljótt og auðið er, en ekki síðar en 16. janúar, þar sem næsti vinnuhópur okkar er bráðlega og ég þarf tíma til að hafa enn samband við þessa stofnun og undirbúa mig fyrir fund vinnuhópsins þann 28.01.2025 til að kynna íslensku aðferðafræðina.
