I am contacting you on behalf of the Estonian Transport Administration, which serves as the national competence centre overseeing all modes of transport and as the developer of a safe, convenient and efficient transport environment in Estonia.

After signing the contracts, we have started coordinating the owner supervision team. According to the qualification requirements set in the procurements, the owner supervision project manager must have, within the 60 months preceding the start of the procurement procedure, duly performed at least one owner’s supervision contract for the construction of a publicly used road, where the value of the construction works was at least 5,000,000 euros excluding VAT.

To demonstrate its qualification, Eastconsult OÜ has submitted the SuedOstLink project at the ISKE location.

Eastconsult OÜ representative, Mr. Siim Kadak, has also provided a confirmation letter issued by you (attached to this inquiry) as proof of the company’s competence. In order to clarify the submitted information, we kindly ask you to provide the following additional details:

1. 1. In the confirmation letter, you state that Eastconsult OÜ participated in the execution of the SuedOstLink project at the ISKE location. As the confirmation letter is signed by hand, we kindly ask you to confirm that you are the author of the letter.

2. 2. In your confirmation letter, you also refer that the total construction cost for the road construction works executed under their scope of responsibility amounted to 6,39 million EUR, exclusive of value-added tax (VAT). Did this amount include only the construction of public roads, or all roads that were built under this project? If no, please specify what was the amount of only public roads construction.
