The exact details of the change in volume are as follows:
- * Tobacco Act before 31 of January 2026:
§ 17 (3) Nicotine-containing disposable electronic cigarettes and single use cartridges or tanks shall not exceed a volume of 2 ml.
- * Tobacco Act as of 31 January 2026:
§ 17 (3) Nicotine-containing or nicotine-free disposable electronic cigarettes and single use cartridges or tanks of electronic cigarettes must not exceed a volume of 2 ml.

Dear Sir/Madam,
We are writing to inform you of amendments to the Tobacco Act that will enter into force on 31 January 2026.
Significant changes in the new version include:
- * in addition to cigarettes and roll-your-own tobacco, heated tobacco products shall not have a characterising flavour or aroma. A characterising flavour or aroma is a clearly noticeable flavour or aroma other than that of tobacco.
- * only e-cigarettes with a maximum capacity of up to 2 ml will be permitted in Estonia.
Please ensure that all products placed on the Estonian market comply with the requirements of the amended Tobacco Act.
