Aruande ja kokkuvõtte edastamine Vastavalt Terviseameti ja Kaitseväe Akadeemia vahel 11.06.2025 sõlmitud koostöökokkuleppele 18. sõja- ja katastroofimeditsiini konverentsi korraldamiseks, edastame toimunud konverentsi kohta aruande ja tagasiside kokkuvõtte (lisatud). 2. Läbitud teemad:

a. Sõja- ja katastroofimeditsiin; b. Väljaõpe, simulatsioon, õppused, meeskonna treening; c. Meditsiinieetika ja õigusruum sõja ajal; d. Käimasolevad sõjad ja kriisid; e. Õigusruum sõjaajal; f. Koordinatsioon ja valmisolek kriisideks.

3. Korraldusmeeskonna tähelepanekud:

a. Regulaarsed planeerimiskoosolekud alates II kvartalist oli hea praktika – hoidis korraldajaid samas inforuumis.

b. Ühine planeerimiskeskkond dokumentide haldamiseks lihtsustaks tulevikus jooksvate muudatuste ja täienduste jälgimist.

c. Võimalikult varajane koostöö RKIK ja konverentsi korraldusmeeskonna vahel, et välja selgitada hanke vajadus konverentsi korraldamiseks. Koostöö ja rendilepingute allkirjastamine/valmisolek vähemalt 2 kuud enne konverentsi.

d. Kui hange on vajalik, siis on oluline võimalikult varajane (püüdlema peaks MHK 6 kuud enne konverentsi) teostus, et saaks alustada kokkulepete tegemist lektoritega ja administreerivate tegevustega (registreerimine, reisikorraldus, majutus, toitlustus jne).

e. Konverentsi korraldus väga hea, ruumid sobivad. Ka osalejate tagasiside väga positiivne. f. Konverentsi mahtu osalejate arvus suurendada enam ei saa, võib lisada erinevaid

töötubasid. g. Uue konverentsi korraldamisel on vajalik püüelda, et hiljemalt septembri I nädalaks on

koos kava konverentsi teemade ja konverentsieelsete kursuste informatsiooniga, vähemalt 2 kuud enne juba täpne ajakava koos esinejate nimede ja pealkirjadega, et kutsed varakult välja saata. Töögraafikud ja koolitusplaanid on kõigil tihedad, mistõttu täpne konverentsi kava on oluline saata vähemalt 2 kuud enne konverentsi kõigile võimalikele soovijatele.

h. Registreerimine peaks olema avatud hiljemalt 4 kuud enne konverentsi (osalejate töögraafikud, koolitusplaanid).

 Kahjuks info paralleelsessiooni kohta jõudis minuni hilja. Mõistlik oleks seda info ja kogu konverentsi infot jagada otse EMOdele. Info konverentsikava kohta tuleb hiljem kui registreerumine, see ei ole õiglane. Osalejal peaks olema enne õigus teada kava ja siis otsustada registreerumine

 I enjoyed the pace and topic of the ethics workshop, it gave good insight into how to handle difficult cases

 Very interesting workshop, but we hadn't have enough time. Could be longer (Resource-Efficient Patient Care: Monitoring Solutions in the Evacuation Process)

 Practical (Ülevaade välihaigla tööpõhimõtetest ja võimekusest)  Hetkel ei oskagi kohe vastata. See töötuba, kus mina käisin oli hästi

korraldatud. Oleks tahtnud osaleda veel mõnes töötoas aga mitmes kohas korraga ei ole võimalik olla (Workshop on military healthcare ethics)

 Mõlemad valitud töötoad olid huvitavad ning ka kasulikud. Järgmine kord tean varem töötubade teemasid vaadata ja end registreerida. Palju oli huvitavaid töötubasid (Resource-Efficient Patient Care: Monitoring Solutions in the Evacuation Process, Ülevaade välihaigla tööpõhimõtetest ja võimekusest)

 Pediatric Trauma course was excellent but the Carbon man workshop didn't offer half of the activities that were advertised

 Meeldisid kõik ettekanded, mis olid väga sisukad, samuti olid huvitavad töötad ning ka erinevate firmade näitused/ pakkumised

6. What could we improve for next time?

 Use english as a primary language  Conference was very well organized  Segas sumin fuajeest

 If you conduct a two day event, please do not let it end on a Friday. It would make it easier for those who are traffeling by plane to Estonia

 More interestings lectors and be in time  To bring in more companies for the expo, the companies that were

there, were very crowded  Varem võiks konverentsi ja eelkursused välja kuulutada. Eelkursusele

oleks tahtnud tulla, kuid kahjuks eelkursuste info ajaks olid mul juba muud kohustused neil päevadel

 Opportunity to buy one-day webticket as well  Broadcasting - few translations were interrupted. Catering - the food

was good but the queues could be organised better  Spoken language and accessibility. For an international audience, a

clear minimum level of English is essential for presenters. Several speakers visibly struggled with English, which reduced the clarity and impact of otherwise valuable content. I would recommend either: - requiring a certain level of English proficiency for presenters, or - offering live translation into English when needed. This would significantly improve comprehension and ensure that key messages are not lost due to language barriers

 Presentation design standards. Many PowerPoint slides used very small fonts and dense text, which were difficult or impossible to read from the audience. I would strongly suggest: - providing a standard PowerPoint template to all presenters, and - setting clear, mandatory rules for minimum font size, contrast and amount of text per slide. This would improve readability, support the key messages and help the audience follow the presentations more effectively

 Pre-event vetting and quality control. The overall quality of the conference would benefit from a more systematic vetting process for presenters and their materials. For example: - brief pre-event review of language skills and presentation structure, - checking that slides comply with the template and visual standards, - ensuring that the content aligns with the stated objectives of the session. A light but structured quality control step would raise the overall standard and create a more consistent experience for participants

 The days were very hectic and did not leave much opportunity to listen to the conference presentations as there was quite a lot of overlap with the excursions, workshops, mealtime and presentations

 Same programm with new information  Jätkake kindlasti selle konverentsi korraldamist, õppida ja uusi

mõtteid/ideid, kuidas ja kus midagi korraldada (näiteks kaitseliidus- missugust väljaõpet) sai paju

 Less presentations on law topics  Somehow enforce the time limit on presenters (not that I dont mind

hearing some of the topics more, it feels unfair towards other presenters and sometimes my own time)

 More clinical sessions  Speaker introductions should be sent to attendees in advance or

keel. Ilma inglise keeleta ei saa, paraku. Kohe kui paar inglise sõdurit gruppi tulid, läks vestlus kohe inglise keelele. Teeme järgmisel korral mõned ettekanded vene keeles?

 Main key presentations and sections  Perhaps focus one day more on topics that are targeted for EMT,

paramedics, trauma responders and second day for more specific presentations for doctors/surgeons. This way people could choose directly the day they are more interested on

Day 1 had tons of new and relevant information, day 2 much less - perhaps spread the high yield sessions more equally over the span of two days

 Round table discussions for exchange of experiences  Civ- mil cooperation on military medicine training for civilians. Crisis

health care standarts  Radiology and radiology technician part of the war and disaster

medicine could be also interesting  The topics were excellent, but you could find better auditoriums for

parallel sessions - the space was very tide  More presentations on practical examples of what works, what

doesn’t and how units adapt to changing circumstances  (Military) Medical logistics  Unit management, teamwork, psychology and mental health in

austere and extreme conditions  Some of the topics were very shocking but very necessary, there

could be more real maps and examples from real life and a comparison of countries on a global scale

 Kuulaks hea meelega rohkem õenduse ja logistilist osa  Tsiviilelanikkonna kaitse kriisides oleks vajalik teema  Only that it could be more practical and hands-on

 Meditsiinilaborite töö sõja- ja katastroofiolukordades ning CBRN ja kõrgematesse ohuklaasidesse kuuluvate patogeenide (antraks, tulareemia) analüüs ja tõkestamine piiratud võimalustes

 Radioloogiatehnikuna ootaks ka sellesuunalisi ettekandeid, kasvõi ühte. Kuigi saan aru, et see on suhteliselt kitsas ala ja vähe inimesi

 NIL  Chemical disasters  In the future, please make the ‘Sparrow’ competition fair. I feel it’s

not fair when some participants compete honestly without cheating, while others go and watch what is being done, and then compete the same evening or the next day and end up in the top three. I’d say: see you on the battlefield. This was the only small disappointment — otherwise everything was very good!

 Presentation design standards. Many PowerPoint slides used very small fonts and dense text, which were difficult or impossible to read from the audience. I would strongly suggest: - providing a standard PowerPoint template to all presenters, and - setting clear, mandatory rules for minimum font size, contrast and amount of text per slide. This would improve readability, support the key messages and help the audience follow the presentations more effectively

 Pre-event vetting and quality control. The overall quality of the conference would benefit from a more systematic vetting process for presenters and their materials. For example: - brief pre-event review of language skills and presentation structure, - checking that slides comply with the template and visual standards, - ensuring that the content aligns with the stated objectives of the session. A light but structured quality control step would raise the overall standard and create a more consistent experience for participants

 The days were very hectic and did not leave much opportunity to listen to the conference presentations as there was quite a lot of overlap with the excursions, workshops, mealtime and presentations

medicine could be also interesting  The topics were excellent, but you could find better auditoriums for

parallel sessions - the space was very tide  More presentations on practical examples of what works, what

doesn’t and how units adapt to changing circumstances  (Military) Medical logistics  Unit management, teamwork, psychology and mental health in

austere and extreme conditions  Some of the topics were very shocking but very necessary, there

could be more real maps and examples from real life and a comparison of countries on a global scale
