Muuga sadama haldushoone trepikoja akende paigalduse kooskõlastamine
AS Tallinna Sadam esitab käesolevaga kooskõlastamiseks lahenduse Muuga sadama haldushoone (aadress Maardu tee 57/1, Maardu linn) suitsuvaba trepikoja suitsueemalduse tagamiseks vastavalt Päästeameti Põhja päästekeskuse poolt 14.08.2024 teostatud paikvaatluse protokolli nr 7.2-6-2024- 1311 punktile 2.
Paikvaatluse käigus tuvastati, et suitsuvabas trepikojas ei ole tagatud nõuetele vastav suitsu eemaldus. Puuduse kõrvaldamiseks on koostatud tööprojekt, mille kohaselt asendatakse olemasolevad trepikoja fassaadiaknad uute alumiiniumprofiilidest akendega, kuhu on integreeritud elektriajamitega suitsueemaldusaknad. Suitsueemaldusaknad avanevad automaatselt hoone tulekahjusignalisatsiooni häiresignaali alusel ning võimaldavad ka käsitsi juhtimist hoolduse ja testimise eesmärgil.
Kavandatav lahendus on kirjeldatud tööprojektis „Uue trepikoja akende paigaldus alumiiniumprofiilist (Reynaers)“, koostaja Lümico OÜ. Projektis on käsitletud akende paigaldust, suitsueemalduse toimimist, tuleohutusnõudeid ning tööde teostamise etappe.
Palume Päästeameti seisukohta ja kooskõlastust esitatud suitsueemalduslahendusele, et oleks võimalik jätkata puuduse kõrvaldamisega vastavalt kehtivatele tuleohutusnõuetele.

tutvustanud menetlusosalisele HMS §-dest 13; 36; 37; 38 lõikest 3 ja §-st 40 ning RVastS § 5 lõikest 1 tulenevaid menetlusosalise õigusi ning kohustusi, teostas TuOS § 39 ning HMS § 18 nõudeid järgides paikvaatluse aktsiaselts TALLINNA SADAM ehitises ja territooriumil:

Paikvaatlusega tuvastati järgmised asjaolud:
Muuga Sadama peahoone (Harju maakond, Maardu linn, Maardu tee 57): 1. Operatiivkaart on esitamata: ATS puldi juures puudub lamineeritud kujul operatiivkaart, samuti Päästeameti ohutusportaalis puudub operatiivkaart. 2. Suitsuvaba trepis ei ole tagatud suitsu eemaldus. 3. Kohapeal ei saanud tutvuda viimase küttesüsteemi hoolduse aktiga. 4. Kohapeal ei saanud tutvuda viimase tuletõkkeuste hoolduse dokumentidega.
5. Suitsuvaba trepis puudub evakuatsiooni valgustus. Samuti hoones puudub paanikavastane valgustus.
6. Trepikojas treppi all põlevmaterjal.
7. Ventilatsiooniruumis üleliigne põlevmaterjal.
8. Paiknemisskeemid vajavad korrastamist.
9. ATS puldi juures olevad dokumentatsioon vajab korrastamist.
10. Kohapeal ei saanud tutvuda piksekaitse viimase visuaalse kontrolli dokumentatsiooniga.

The performances indicated in this product pass can be used for a Declaration of Performance (DoP) in accordance with EU Regulation no. 305/2011. The characteristics are in accordance with the harmonized product standard EN 14351-1:2006+A2:2016 (Windows and doors - Product standard, performance characteristics - Part 1: Windows and external pedestrian doorsets).
At least one performance of an essential characteristic shall be mentioned on the DoP. Non-essential characteristics are not legally required in any European country and thus not mandatory to declare. Where no performance is declared “NPD” (No Performance Declared) can be used.
The performances indicated can be achieved for the configuration and dimensions as tested and when the product is fabricated in accordance with the instructions of Reynaers (system catalogue). It is obviously allowed to declare lower performances; e.g. when resistance to wind load of 1600 Pa was tested, also 1200 Pa can be declared for the same configuration and dimensions.
Higher performances for smaller dimensions, lower performances for larger dimensions, or similar performances for larger dimensions but with the appropriate selection of profiles and/or reinforcements are possible. Validate your performances and deflections, adhering to the maximum admissible dimensions indicated in the system catalogue.

2. Projekti eesmärk ja ulatus Projekti eesmärk on asendada olemasolevad trepikoja aknad uute Reynaers alumiiniumprofiilsüsteemil põhinevate akendega, mis on varustatud suitsueemaldusakendega ning elektriliste ajamitega.
Suitsueemaldusaknad peavad avanema automaatselt hoone tulekahjusignalisatsiooni häiresignaali alusel.
Tööde ulatus hõlmab kahte (2) trepikodade fassaadi kaheksakorruselises büroohoones. Fassaadid paiknevad 2.–8. korrusel. Iga fassaadi ligikaudsed mõõtmed lähteandmete järgi: kõrgus 23,57 m ja laius 2,10 m.
Tööprojektis kirjeldatakse demontaaži, paigaldust, kinnitusi, tihendusi ning üldnõudeid kvaliteedile, ohutusele ja dokumenteerimisele. Joonised ja sõlmed esitatakse eraldi (lisadena).
3. Lähteandmed ja olemasolev olukord Lähteandmed: tellija esitatud mõõdud ja objekti visuaalne ülevaatus. Käesolev kirjeldus tugineb eeldusel, et olemasolevad kande-/siduvad alumiiniumtalad (ruuttoru 55 x 55 mm) on heas seisukorras ja sobivad uue lahenduse aluskonstruktsiooniks.
Olemasolev fassaad: vananenud klaasfassaad trepikodade piirkonnas. Planeeritakse fassaadi täielik demonteerimine ja utiliseerimine vastavalt kehtivatele jäätmekäitlusnõuetele.

4. Kavandatav lahendus ja tööde kirjeldus
4.1 Demontaaž ja ettevalmistus • Korraldada tööala ohutu piirdamine ja tagada ohutu liikumine. • Demonteerida olemasolevad klaasid, profiilid, kinnitid ja lisad. • Utiliseerida jäätmed käitleja kaudu.
4.2 Aluskonstruktsioon ja kinnitused Olemasolevatele alumiiniumtaladele (55 x 55 mm) kinnitatakse alumiiniumist T-profiil 50 x 50 mm. T- profiil toimib paigalduspinnana Reynaers süsteemi aknaraamidele/fassaadiraamidele.
Täiendavaks jäigastamiseks ja koormuste ülekandmiseks kinnitatakse raamide külgservad (parem/vasak) ankurplaatide ja ankrukruvidega betoonseinte otsapindadesse. Kinnituslahendus täpsustatakse sõlmedes ning peab vastama tootja juhistele ja objekti tegelikele tingimustele.
4.3 Fassaadisüsteemi paigaldus Paigaldada Reynaers alumiiniumprofiilist fassaadi-/aknasüsteem vastavalt tootja paigaldusjuhenditele. Kasutada kolmekordseid klaaspakette (3-kordne klaaspakett) projektis ettenähtud konfiguratsioonis.
Fassaadielementide tõstmine ja paigaldus teostada tööohutusnõudeid järgides (tõsteseadmed, kukkumiskaitse, ajutised kinnitused).
4.4 Tihendamine ja ilmastikukindlus Raamidevahelised vuugid täidetakse soojust isoleeriva materjaliga ning tihendatakse silikooniga Penosil (või samaväärne). Tihendus peab takistama vee ja tuule sissetungi ning tagama pikaajalise elastsuse.
Seina ja fassaadi vahed suletakse analoogsel viisil; välisküljel kaetakse lisaks alumiiniumist katteliistude/nakklitega.
4.5 Viimistlus ja võimalik lisatöö Vajadusel teostatakse fassaaditsoonis täiendav soojustus ning paigaldatakse dekoratiivsed alumiiniumpaneelid kohtades, kus see on tehniliselt või visuaalselt vajalik (täpsustatakse objektil).
5. Materjalid, süsteemid ja komponendid Põhisüsteem: Reynaers alumiiniumprofiilsüsteem (täpne seeria/profiilide tüüp täpsustatakse tööjoonistel ja tellija kooskõlastusel).
Klaas: 3-kordne klaaspakett (soojus- ja heliisolatsiooni nõuetele vastav). Klaaspaketi parameetrid (U-arv, klaasi paksused, selektiivkiht jms) täpsustatakse tellija nõuete ja energiatõhususe eesmärkide alusel.
Tihendid ja hermeetikud: soojust isoleeriv täitematerjal; Penosil või samaväärne silikoon; muud Reynaers süsteemiga ühilduvad tihendid.

Kinnitused: C3 või korrosioonikindlad ankrukruvid, ankurplaadid ja kinnitusdetailid vastavalt koormustele ning aluspinna tüübile (betoon).
6. Suitsueemaldus ja tuleohutuse nõuded Trepikodade akendesse integreeritakse suitsueemaldusaknad, mis on varustatud elektriajamitega. Süsteem peab võimaldama automaatset avanemist tulekahjusignalisatsiooni häiresignaali korral ning käsitsi juhtimist hoolduse ja testimise eesmärgil (vastavalt tellija/hoone automaatika lahendusele).
Elektrilised ühendused, juhtimine ja integratsioon tulekahjusignalisatsiooniga teostatakse vastava pädevusega spetsialisti poolt ning kooskõlastatakse tellija ja hoone süsteemide eest vastutava osapoolega. Käesolev tööprojekt kirjeldab fassaadielementide osa; automaatika/elektriosa võib olla eraldi projektis.
Suitsuakende asukohad, mõõdud ja avanemisnurgad täpsustatakse tööjoonistel ning peavad vastama kehtivatele tuleohutus- ja suitsueemalduse nõuetele ning hoone tehnilistele tingimustele.
7. Tööde etapid ja ajakava (jaotus)

Etapp 6 – testimine ja üleandmine • suitsuakende funktsionaalne test koos vastutava osapoolega

Ajakava täpsustatakse tellijaga vastavalt objekti töökorraldusele, ligipääsudele ning tarneaegadele.
8. Kvaliteedikontroll, mõõdistamine ja vastuvõtt Enne paigaldust teostada kontrollmõõdistus (avatäited, kõrgused, teljed) ja fikseerida tulemused. Paigalduse käigus kontrollida pidevalt vertikaalsust, horisontaalsust ja diagonaale.
Kvaliteedinõuded: profiilide ja klaaside kahjustusteta paigaldus; ühtlased vuugid; korrektne tihendus; kinnituste korrosioonikindlus; avatavate elementide sujuv töö.
Vastuvõtuks esitada vähemalt: kasutatud materjalide vastavusdokumendid (vajadusel), teostusjoonised/sõlmede täpsustused (kui muutub).
9. Tööohutus ja keskkonnakaitse Tööd teostatakse kehtivate tööohutuse nõuete kohaselt. Kõrgustööd nõuavad kukkumiskaitset (rakmed, ankurduspunktid), ohutuid tööplatvorme ja/või tellinguid.
Klaasi käsitsemisel kasutada sobivaid tõste- ja transpordivahendeid ning isikukaitsevahendeid. Teravate servade ja klaasipurunemise risk tuleb maandada töökorraldusega.
Keskkond: jäätmete liigiti kogumine, tolmu ja müra minimeerimine, ohtlike ainete (hermeetikud jms) ohutu ladustamine ja kasutus vastavalt ohutuskaartidele.
10. Õiguslikud ja formaalsed nõuded Dokument on koostatud tellija sisemiseks kasutamiseks tehnilise kirjeldusena (Tehniline kirjeldus). Dokument ei asenda konstruktiivseid arvutusi ega tuleohutuse projekti, kui need on nõutavad eraldi.
Kõik kõrvalekalded käesolevast kirjeldusest tuleb kooskõlastada tellijaga ning fikseerida teostusdokumentatsioonis. Paigaldustööd tehakse vastavalt tootja juhenditele (Reynaers, ajamite tootja) ja Eesti Vabariigis kehtivatele nõuetele.
Tuleohutuslahenduse ja automaatika integratsiooni osas lähtutakse hoone olemasolevast tulekahjusignalisatsioonist ning tellija/haldaja tehnilistest tingimustest. Vastutusalad ja liidesed määratakse tööde alguses.

Muuga sadama haldushoone trepikoja akende paigalduse kooskõlastamine
AS Tallinna Sadam esitab käesolevaga kooskõlastamiseks lahenduse Muuga sadama haldushoone (aadress Maardu tee 57/1, Maardu linn) suitsuvaba trepikoja suitsueemalduse tagamiseks vastavalt Päästeameti Põhja päästekeskuse poolt 14.08.2024 teostatud paikvaatluse protokolli nr 7.2-6-2024- 1311 punktile 2.
Paikvaatluse käigus tuvastati, et suitsuvabas trepikojas ei ole tagatud nõuetele vastav suitsu eemaldus. Puuduse kõrvaldamiseks on koostatud tööprojekt, mille kohaselt asendatakse olemasolevad trepikoja fassaadiaknad uute alumiiniumprofiilidest akendega, kuhu on integreeritud elektriajamitega suitsueemaldusaknad. Suitsueemaldusaknad avanevad automaatselt hoone tulekahjusignalisatsiooni häiresignaali alusel ning võimaldavad ka käsitsi juhtimist hoolduse ja testimise eesmärgil.
Kavandatav lahendus on kirjeldatud tööprojektis „Uue trepikoja akende paigaldus alumiiniumprofiilist (Reynaers)“, koostaja Lümico OÜ. Projektis on käsitletud akende paigaldust, suitsueemalduse toimimist, tuleohutusnõudeid ning tööde teostamise etappe.
Palume Päästeameti seisukohta ja kooskõlastust esitatud suitsueemalduslahendusele, et oleks võimalik jätkata puuduse kõrvaldamisega vastavalt kehtivatele tuleohutusnõuetele.

Paikvaatlusega tuvastati järgmised asjaolud:
Muuga Sadama peahoone (Harju maakond, Maardu linn, Maardu tee 57): 1. Operatiivkaart on esitamata: ATS puldi juures puudub lamineeritud kujul operatiivkaart, samuti Päästeameti ohutusportaalis puudub operatiivkaart. 2. Suitsuvaba trepis ei ole tagatud suitsu eemaldus. 3. Kohapeal ei saanud tutvuda viimase küttesüsteemi hoolduse aktiga. 4. Kohapeal ei saanud tutvuda viimase tuletõkkeuste hoolduse dokumentidega.
5. Suitsuvaba trepis puudub evakuatsiooni valgustus. Samuti hoones puudub paanikavastane valgustus.
6. Trepikojas treppi all põlevmaterjal.
7. Ventilatsiooniruumis üleliigne põlevmaterjal.
8. Paiknemisskeemid vajavad korrastamist.
9. ATS puldi juures olevad dokumentatsioon vajab korrastamist.
10. Kohapeal ei saanud tutvuda piksekaitse viimase visuaalse kontrolli dokumentatsiooniga.

The processing guidelines of the various profile system, fitting, scissor, and glass manufacturers must be strictly observed and followed! The design and planning of NRWG are carried out in accordance with national requirements (e.g. Germany: DIN 18232, Part 2).

The performances indicated in this product pass can be used for a Declaration of Performance (DoP) in accordance with EU Regulation no. 305/2011. The characteristics are in accordance with the harmonized product standard EN 14351-1:2006+A2:2016 (Windows and doors - Product standard, performance characteristics - Part 1: Windows and external pedestrian doorsets).
At least one performance of an essential characteristic shall be mentioned on the DoP. Non-essential characteristics are not legally required in any European country and thus not mandatory to declare. Where no performance is declared “NPD” (No Performance Declared) can be used.
The performances indicated can be achieved for the configuration and dimensions as tested and when the product is fabricated in accordance with the instructions of Reynaers (system catalogue). It is obviously allowed to declare lower performances; e.g. when resistance to wind load of 1600 Pa was tested, also 1200 Pa can be declared for the same configuration and dimensions.
Higher performances for smaller dimensions, lower performances for larger dimensions, or similar performances for larger dimensions but with the appropriate selection of profiles and/or reinforcements are possible. Validate your performances and deflections, adhering to the maximum admissible dimensions indicated in the system catalogue.

2. Projekti eesmärk ja ulatus Projekti eesmärk on asendada olemasolevad trepikoja aknad uute Reynaers alumiiniumprofiilsüsteemil põhinevate akendega, mis on varustatud suitsueemaldusakendega ning elektriliste ajamitega.
Suitsueemaldusaknad peavad avanema automaatselt hoone tulekahjusignalisatsiooni häiresignaali alusel.
Tööde ulatus hõlmab kahte (2) trepikodade fassaadi kaheksakorruselises büroohoones. Fassaadid paiknevad 2.–8. korrusel. Iga fassaadi ligikaudsed mõõtmed lähteandmete järgi: kõrgus 23,57 m ja laius 2,10 m.
Tööprojektis kirjeldatakse demontaaži, paigaldust, kinnitusi, tihendusi ning üldnõudeid kvaliteedile, ohutusele ja dokumenteerimisele. Joonised ja sõlmed esitatakse eraldi (lisadena).
3. Lähteandmed ja olemasolev olukord Lähteandmed: tellija esitatud mõõdud ja objekti visuaalne ülevaatus. Käesolev kirjeldus tugineb eeldusel, et olemasolevad kande-/siduvad alumiiniumtalad (ruuttoru 55 x 55 mm) on heas seisukorras ja sobivad uue lahenduse aluskonstruktsiooniks.
Olemasolev fassaad: vananenud klaasfassaad trepikodade piirkonnas. Planeeritakse fassaadi täielik demonteerimine ja utiliseerimine vastavalt kehtivatele jäätmekäitlusnõuetele.

4. Kavandatav lahendus ja tööde kirjeldus
4.1 Demontaaž ja ettevalmistus • Korraldada tööala ohutu piirdamine ja tagada ohutu liikumine. • Demonteerida olemasolevad klaasid, profiilid, kinnitid ja lisad. • Utiliseerida jäätmed käitleja kaudu.
4.2 Aluskonstruktsioon ja kinnitused Olemasolevatele alumiiniumtaladele (55 x 55 mm) kinnitatakse alumiiniumist T-profiil 50 x 50 mm. T- profiil toimib paigalduspinnana Reynaers süsteemi aknaraamidele/fassaadiraamidele.
Täiendavaks jäigastamiseks ja koormuste ülekandmiseks kinnitatakse raamide külgservad (parem/vasak) ankurplaatide ja ankrukruvidega betoonseinte otsapindadesse. Kinnituslahendus täpsustatakse sõlmedes ning peab vastama tootja juhistele ja objekti tegelikele tingimustele.
4.3 Fassaadisüsteemi paigaldus Paigaldada Reynaers alumiiniumprofiilist fassaadi-/aknasüsteem vastavalt tootja paigaldusjuhenditele. Kasutada kolmekordseid klaaspakette (3-kordne klaaspakett) projektis ettenähtud konfiguratsioonis.
Fassaadielementide tõstmine ja paigaldus teostada tööohutusnõudeid järgides (tõsteseadmed, kukkumiskaitse, ajutised kinnitused).
4.4 Tihendamine ja ilmastikukindlus Raamidevahelised vuugid täidetakse soojust isoleeriva materjaliga ning tihendatakse silikooniga Penosil (või samaväärne). Tihendus peab takistama vee ja tuule sissetungi ning tagama pikaajalise elastsuse.
Seina ja fassaadi vahed suletakse analoogsel viisil; välisküljel kaetakse lisaks alumiiniumist katteliistude/nakklitega.
4.5 Viimistlus ja võimalik lisatöö Vajadusel teostatakse fassaaditsoonis täiendav soojustus ning paigaldatakse dekoratiivsed alumiiniumpaneelid kohtades, kus see on tehniliselt või visuaalselt vajalik (täpsustatakse objektil).
5. Materjalid, süsteemid ja komponendid Põhisüsteem: Reynaers alumiiniumprofiilsüsteem (täpne seeria/profiilide tüüp täpsustatakse tööjoonistel ja tellija kooskõlastusel).
Klaas: 3-kordne klaaspakett (soojus- ja heliisolatsiooni nõuetele vastav). Klaaspaketi parameetrid (U-arv, klaasi paksused, selektiivkiht jms) täpsustatakse tellija nõuete ja energiatõhususe eesmärkide alusel.
Tihendid ja hermeetikud: soojust isoleeriv täitematerjal; Penosil või samaväärne silikoon; muud Reynaers süsteemiga ühilduvad tihendid.

Kinnitused: C3 või korrosioonikindlad ankrukruvid, ankurplaadid ja kinnitusdetailid vastavalt koormustele ning aluspinna tüübile (betoon).
6. Suitsueemaldus ja tuleohutuse nõuded Trepikodade akendesse integreeritakse suitsueemaldusaknad, mis on varustatud elektriajamitega. Süsteem peab võimaldama automaatset avanemist tulekahjusignalisatsiooni häiresignaali korral ning käsitsi juhtimist hoolduse ja testimise eesmärgil (vastavalt tellija/hoone automaatika lahendusele).
Elektrilised ühendused, juhtimine ja integratsioon tulekahjusignalisatsiooniga teostatakse vastava pädevusega spetsialisti poolt ning kooskõlastatakse tellija ja hoone süsteemide eest vastutava osapoolega. Käesolev tööprojekt kirjeldab fassaadielementide osa; automaatika/elektriosa võib olla eraldi projektis.
Suitsuakende asukohad, mõõdud ja avanemisnurgad täpsustatakse tööjoonistel ning peavad vastama kehtivatele tuleohutus- ja suitsueemalduse nõuetele ning hoone tehnilistele tingimustele.
7. Tööde etapid ja ajakava (jaotus)

Ajakava täpsustatakse tellijaga vastavalt objekti töökorraldusele, ligipääsudele ning tarneaegadele.
8. Kvaliteedikontroll, mõõdistamine ja vastuvõtt Enne paigaldust teostada kontrollmõõdistus (avatäited, kõrgused, teljed) ja fikseerida tulemused. Paigalduse käigus kontrollida pidevalt vertikaalsust, horisontaalsust ja diagonaale.
Kvaliteedinõuded: profiilide ja klaaside kahjustusteta paigaldus; ühtlased vuugid; korrektne tihendus; kinnituste korrosioonikindlus; avatavate elementide sujuv töö.
Vastuvõtuks esitada vähemalt: kasutatud materjalide vastavusdokumendid (vajadusel), teostusjoonised/sõlmede täpsustused (kui muutub).
9. Tööohutus ja keskkonnakaitse Tööd teostatakse kehtivate tööohutuse nõuete kohaselt. Kõrgustööd nõuavad kukkumiskaitset (rakmed, ankurduspunktid), ohutuid tööplatvorme ja/või tellinguid.
Klaasi käsitsemisel kasutada sobivaid tõste- ja transpordivahendeid ning isikukaitsevahendeid. Teravate servade ja klaasipurunemise risk tuleb maandada töökorraldusega.
Keskkond: jäätmete liigiti kogumine, tolmu ja müra minimeerimine, ohtlike ainete (hermeetikud jms) ohutu ladustamine ja kasutus vastavalt ohutuskaartidele.
10. Õiguslikud ja formaalsed nõuded Dokument on koostatud tellija sisemiseks kasutamiseks tehnilise kirjeldusena (Tehniline kirjeldus). Dokument ei asenda konstruktiivseid arvutusi ega tuleohutuse projekti, kui need on nõutavad eraldi.
Kõik kõrvalekalded käesolevast kirjeldusest tuleb kooskõlastada tellijaga ning fikseerida teostusdokumentatsioonis. Paigaldustööd tehakse vastavalt tootja juhenditele (Reynaers, ajamite tootja) ja Eesti Vabariigis kehtivatele nõuetele.
Tuleohutuslahenduse ja automaatika integratsiooni osas lähtutakse hoone olemasolevast tulekahjusignalisatsioonist ning tellija/haldaja tehnilistest tingimustest. Vastutusalad ja liidesed määratakse tööde alguses.
