Please note that, pursuant to Commission Implementing Regulation (EU) 2015/1998, the categories of personnel for whom an enhanced background check may be initiated are set out in points 11.1.1 and 11.1.2, including EU aviation security validators.
Based on the information provided in your application, you do not fall within the categories listed in points 11.1.1 and 11.1.2. and the conditions for initiating an enhanced background check are not met.
No further procedural steps will be taken in this matter.

Dear Dagmar,
Happy New Year to you and the entire Estonian AVSEC family.
I am pleased to submit a complete application package for the initiation of my endorsement for the European Union Independent AVSEC Validator profile.
Attached to this email is an application letter and a Google link to the folder containing all the documents you will need to kick-start the process.
I have also attached IATA's endorsement documents for the ACC3 Aviation Security Independent Validator training program, to be held in Switzerland in September 2026. They require that an EU state authority endorse the documents after an enhanced background check before I can be admitted into the program.
I understand that due to my geographical location, the Estonian Transport Administration will need to apply due diligence when accompanying me through the process. As a result, I am first of all:
1. Requesting an enhanced background check on my person and all the documents/information submitted. I already did and submitted, alongside the other documents, a background check authenticated by the Belgian Embassy representative in Cameroon, for your use if the need presents itself.
AND
2. Requesting an endorsement from the Estonian Transport Administration to be eligible for admission into the ACC3 Aviation Security Independent Validator training organized by IATA in the upcoming month of September 2026 (See attached IATA endorsement forms in folder).
After the aforementioned training, I am confident that the Estonian Transport Administration will have an unwavering opinion and trust in my application and grant me the honor to represent the EU in the implementation of compliant EU AVSEC validations.
