Dear Ms Saks,
Thank you for the letter sent by Minister Vorklaev dated 28 February 2024 (our ref Ares(2024)1538168) in relation to clarification of eligibility of projects within the Just Transition Fund (JTF) framework.
The issue raised is relevant and we want to confirm that it is being carefully assessed. While it is not possible to monitor each individual project, we seek to ensure horizontal coherence when implementing Cohesion Policy programmes.
The question of equal treatment in chemical recycling of mixed plastics by pyrolysis processes is a complex and technical issue, given that they might significantly differ in terms of processes, inputs and outputs, and it is difficult to compare them. Therefore, we are seeking additional clarifications in relation to other possible pyrolysis projects within EU Cohesion Policy funds, including those with JTF relevance that were mentioned in the Minister’s letter.
We will try to clarify the situation swiftly and return to you with a final reply in due time.
