Dear Mr. Riisalo,
On behalf of the Ministry of Digital Transformation of Ukraine, I would like to express my deepest respect and gratitude for partner support, cooperation in the field of digitalization, as well as for holding a meeting with the representatives of the Ministry of Economic Affairs and Communications of the Republic of Estonia and the Information System Authority of the Republic of Estonia (RIA), which took place on February 21, 2024.
During the mentioned meeting, it was possible to discuss the issue on the cooperation in the fields of trust services and electronic identification, in particular, to conduct an assessment of the Ukrainian electronic identification scheme according to the criteria that apply to notified electronic identification schemes in the European Union countries.
Moreover, taking into account the European integration aspirations of Ukraine as well as the active process of its preparation for the acquiring membership in the European Union, the assessment will be a valuable help for us.
As a result, obtaining the specified information will contribute to the process of notification of the electronic identification schemes in the European Commission and passing the peer review procedure. The recognition of the electronic identification schemes of Ukraine will allow citizens of Ukraine to receive online services of the European Union whereas service providers in the European Union will be able to provide free and convenient electronic identification of Ukrainians.
At the same time, in order to undertake more meaningful assessment, we ask you to consider the opportunity of organizing an online-meeting in March-April 2024 in order to discuss the issues related to:
assessment of the Ukrainian electronic identification scheme according to the criteria that apply to notified electronic identification schemes in the European Union countries;

recognition of qualified electronic signatures of Ukraine in the Republic of Estonia as the advanced electronic signatures, in particular, by supporting the possibility of validating the qualified electronic signatures of Ukraine via using the DigiDoc4 software.
