Dear Directors-General, Dear Colleagues, The aim of the information day is to familiarise potential applicants with the Knowledge for Action in Prevention and Preparedness (KAPP) calls for proposals and to provide useful guidance on the preparation of applications for these calls. The two calls launched are the KAPP Prevention and Preparedness and the KAPP Full-Scale Exercises, to be published on 4 February and 22 January 2026, respectively. The agenda and other practical details on the live streaming event will be available on the Knowledge Network. The KAPP calls for proposals will be published on the Commission’s Funding & Tenders Portal, as well as in the Union Civil Protection Knowledge Network website.

The KAPP Prevention and Preparedness call for proposals aims to identify and co- finance projects aimed at strengthening cooperation among Member States on disaster prevention and preparedness. The KAPP Full-Scale Exercises aims to provide a testing environment and a learning opportunity for all actors involved in civil protection assistance interventions, through full-scale field exercises.

Both calls also aim to contribute to the implementation of the Union disaster resilience goals and the objectives of the Preparedness Union Strategy through the development of shared disaster risk management capacity building tools, operational concepts and procedures, and knowledge exchange.

In the case of the KAPP Prevention and Preparedness, please note that it comprises three priorities, namely, increasing risk awareness and preparedness of the population; enhancing from early warning to early action; and ensuring a robust civil protection system by strengthening institutional capacity.

Regarding the proposals to be submitted under KAPP Prevention and Preparedness, please also note that a very high number of proposals (92) were submitted under the UCPM-2025-KAPP-PREVPREP call for proposals, for a total value of EUR 76 059 726.63. Out of the 92 proposals, 60 were declared eligible, for a total budget of EUR 51 423 909.70. Following the evaluation process, 44 proposals obtained the minimum required thresholds indicated in the call document. Based on the ranking in descending order of scores, and taking into account the total EU budget available for this action, only 14 proposals have been proposed for award, for EUR 11 822 247,73. Taking into account the above mentioned, we kindly ask you to propose less and better-quality proposals per country under KAPP Prevention and Preparedness, actively choosing to propose the ones that clearly contribute to strengthening cooperation among Member States on disaster prevention and preparedness, considering the three priorities defined for this year.
