Introduction
The Data & Evidence webinar will focus on how assessment data informs health security planning.
During the webinar WHO tools and guidance on assessment data will be presented by WHO technical
teams, while various countries will be demonstrating how this data can inform various national
planning processes from their national perspective, by presenting real examples of in how this tool
has supported/guided the development or update of health emergencies preparedness, readiness
and response plans.

WHO/Europe webinar series on Health Security Planning
Concept Note: Data & Evidence webinar 11 February 2026 @11.00 am Overview
To strengthen health security across the WHO European Region, Member States must invest in resilient health systems through agile, evidence-informed, and risk-based preparedness and response planning and platforms.
In alignment with the European Programme of Work, 2020–2025 (EPW) and the Strategy and Action Plan on Health Emergency Preparedness, Response and Resilience (Preparedness 2.0), supporting Member States in assessing, strengthening, and reporting on International Health Regulations (IHR) core capacities remains a key priority for the WHO Regional O ice for Europe, as does the generation of data to support preparedness and response to epidemics. This includes the development and implementation of long-term capacity-building and action plans, as well as the establishment of both all-hazards and hazard-specific preparedness and response plans, robust and flexible surveillance and data generation platforms, and other national health security investments.
Multisectoral collaboration and alignment across planning processes are essential to ensure an e ective, comprehensive, and coordinated approach to health emergency preparedness and response—and, ultimately, to enhance regional health security.
A robust, evidence- and risk-based health security planning process should integrate both an all-hazards and a hazard-focused approach that builds on robust investments and maintenance of surveillance and data generation platforms:
All-hazards approach: Strengthens core systems, essential services, mechanisms, and IHR capacities that are cross-cutting and common to managing risks and responses to all types of health emergencies, regardless of the specific hazard.
Hazard-focused approach: Adds technical depth to address risks and responses for specific types of hazards, such as biological, environmental, or chemical threats.
Webinar Series on Health Security Planning
Building on the discussions from the RC75 side-event on Improving Health Security Planning through Evidence- and Risk-Based Approaches, WHO/Europe is developing a policy brief to capture regional experiences and identify key priorities for strengthening health security planning.
To inform the policy brief, WHO/Europe will convene a series of peer-to-peer webinars designed to:
Deepen understanding of key components and processes in health security planning;
Share national and regional examples of good practices, challenges, and lessons learned; and
Generate insights and inputs from Member States and partners to shape the forthcoming policy brief on health security planning.
Each webinar will focus on a specific thematic area of health security planning. The discussions and outcomes will directly contribute to the development of the policy brief, to be published in 2026.

About the Webinar

These real-life examples will illustrate how risk-based and data-driven approaches can enhance health system resilience and align with the WHO European Programme of Work and the Strategy and Action Plan on Health Emergency Preparedness, Response and Resilience (Preparedness 2.0).
