With big thanks to Raul and Laure for notifying us of this, please, note
that ICAO is recalculating the 2024 SGF. Please, see the notification
and bellow.
Please, take this into account when notifying your aircraft operators of
their offsetting requirements. We will update you when the new SGF is
published or if we have more information.

Dear colleagues,
According to the Article 3(5) of , by 30 November 2025 Member States
should inform their EEA aircraft operators of their offsetting
requirements for the year 2024. We are sending you this communication in
a way of reminder of this obligation as well as an assistance with the
calculation of the offsetting requirement in this first year, when the
requirement is higher than 0.
Article 3(3) defines the calculation as follows:

aircraft operators offsetting requirements in the given yeary;

aircraft operators CO2emissions from international flights covered in the
given yeary;
SGFy

Sectors Growth Factor.
For the year 2024, the values used are the following:
· OE emissions reported by the aircraft operator in their ETS annual
emissions report (AER), section 12 (specifically, the value is in section
12 (a), 2nd row).
o Those are emissions from flights between a Member State and States that
are listed in Commission Implementing Regulation (EU) 2024/2850 as well
as flights between these States, and flights between Switzerland or the
United Kingdom and these States. Flights between EU Overseas Countries
and Territories and EEA States may be included at the discretion of each
EEA State according to transposition of the EU ETS Directive into
national legislation.
o This value is subject to the transparency requirements under Article
14(6) of the ETS Directive (Point (b), (i)). Therefore, it is included in
the Eurocontrol EVA tool for each aircarft operator which may facilitate
the identification of the correct value by Member States.
o Please, note that the 2024 CO2 emissions defined as Total subject to
offsetting requirements in the ICAO document , is NOT the correct value
to be used in this calculation. As per the agreement with ICAO
secretariat (see exchange of letters circulated last year), this document
shows the emissions subject to offsetting requirements according to the
CORSIA SARPs, while the legal obligation under EU law must only consider
the flights subject to CORSIA offsetting requirement under the ETS
Directive.
· SGF this is the Sectors Growth Factor as recently published by the
ICAO Secretariat.
o The ICAO document has been published on 31 October 2025 and the value
is 0.15948315.
There is no prescribed template for the notification from Member States
to aircarft operators of their offsetting requirement. Accordingly, you
may inform the aircraft operators administered by you in a way you deem
the most appropriate, ensuring the offsetting requirement is clear and
all elements required for the calculation (OE, SGF) are included.
