Subject: Absence of overlap and double
funding for support measures selected
under the Technical Support Instrument1

Dear Madam/Sir,
In relation to the requests for support approved for Estonia under the Technical Support Instrument
(TSI) cycle for 2026, we, in our capacity as the Coordinating Authority for TSI, wish to inform
you that we have contacted the relevant Managing Authorities of Union funds, in particular
Ministry of Finance, Ministry of Climate, Estonian Competition Authority, Estonian Tax and
Customs Board, Estonian Academy of Security Sciences, Ministry of Foreign Affairs,
Environmental Board and Estonian Environment Agency.
On the basis of the information provided by the mentioned Managing authorities in Estonia, we
hereby confirm, to the best of our knowledge, that there is no overlap between the requests
selected for funding under the TSI cycle for 2026 and concrete actions funded from other Union
programmes, instruments or funds under the Union’s budget and that double funding is not present
for the following selected requests:
