Mereuuringu eesmärk Geofüüsikalised ja hüdrograafilised merepõhja uuringud Eesti merealal Rootsist (Gotlandi s.)

Saaremaani planeeritud fiiberoptilise merekaabli trassikoridoris (umbes 150 m laiuselt; vt

asukohaskeem). Uuringuga soovitakse täpsustada võimaliku kaablitrassi topograafilisi ja geoloogilisi tingimusi ning tuvastada ehitustöid mõjutada võivaid

objekte (lõhkekehad, vrakid, kaablid jmt). Uuring on seotud merepõhja kiudoptilise sidekaabli

paigaldamiseks vajaliku hoonestusloa taotlusega (TTJA menetlus nr 16-7/25-13890-002). Uuringul kasutatakse külgvaatesonarit (SSS),

madalsageduslikku (1-20 kHz) akustilist setteprofileerijat (SBP), magneto-/gradiomeetrit,

kajaloodi (MBES) ja kaugjuhitavat sõidukit (ROV).

Mereuuringuloa lisatingimused ja uuringuloa omaja kohustused:

1. uuringud peavad toimuma kooskõlas rahvusvaheliste ja Eesti Vabariigi õigusaktidega ega

tohi segada laevaliiklust;

2. teavitada Eesti Mereväge (kutsung „Merevalvekeskus“) laeva sisenemisest Eesti Vabariigi

territoriaalmerre (koht ja aeg) e-postile [email protected] (eelistatud), telefonil

+372 717 7493 või VHF sagedusel 156.475 MHz (kanal 69);

3. teavitada Kliimaministeeriumit kui mereuuringu- ja laevaloa andjat viivitamata

uuringuprojekti olulistest muudatustest e-postile [email protected];

4. uuringuala jääb osaliselt Natura 2000 linnu- ja loodusalade võrgustikku kuuluva Vilsandi

rahvuspargi Läänemere piiranguvööndisse, mille kaitse-eesmärk on mereelupaikade

ja -maastike ning rändlindude kaitse. Piirkond on oluline II kaitsekategooria liigi kirjuhaha

(Polysticta stelleri) peatus- ja talvitumisalana – Eesti asurkonnast talvitab >90% Vilsandi

rahvuspargi akvatooriumis. Talvituvad hahad püsivad Vilsandi rahvuspargi merepiirkonnas

enamasti aprilli lõpuni, vähem on linde juuni keskpaigani. Soovitame Vilsandi RP

piirkonnas geofüüsikalisi uuringuid teha mais või juunis, kui talvituvad hahad on piirkonnast

lahkunud;

5. uuringu korraldaja peab kooskõlastama uurimistegevuste täpse aja, kestuse, ala ja ohutsooni

Transpordiametiga e-postil ([email protected]) vähemalt üks nädal enne tegeliku

uurimistegevuse alustamist;

6. kui uurimisgraafikus, asukohas või muudes meresõiduohutust puudutavates asjaoludes

toimub muudatusi, tuleb nendest viivitamatult teavitada Transpordiametit e-postil

[email protected];

7. uuringualal leiduvate veealuste mälestiste ja nende kaitsevööndite kohta leiab infot

kultuurimälestiste riiklikust registrist (https://register.muinas.ee/) ning Maa- ja Ruumiameti kultuurimälestiste kaardirakendusest (https://xgis.maaamet.ee/xgis2/page/app/kultuurimalestised). Veealusel mälestisel ei tohi

ankurdada ning kui planeeritakse tegevusi veealuse mälestise kaitsevööndis, tuleb sellest teavitada Muinsuskaitseametit ([email protected]) vähemalt kümme päeva enne

tööde alustamist (muinsuskaitseseadus (MuKS) § 58 lg 3 p 4, § 59);

8. lokaliseeritud ajalooliste vrakkide asukohti tuleb enne tööde alustamist kontrollida

Transpordiameti hüdrograafia infosüsteemist (https://his.vta.ee:8443/HIS/Avalik?REQUEST=Main&WIDTH=1920&HEIGHT=911)

ning lokaliseeritud vrakkide asukohtades sekkuvaid uuringuid ei tehta (MuKS § 25 lg 2);

9. Veeseaduse §247 punkti 2 alusel võimaldada Eesti Geoloogiateenistuse (EGT) esindaja

osalemine uuringul (nende soovil). Hiljemalt kaks nädalat enne uuringuga alustamist edastada EGT-le (e-postil [email protected]) mereliste uuringute ajakava ja programm (sh info

kogutavate andmete koosseisudest, metaandmetest ja andmeformaatidest), et EGT saaks soovi korral tagada oma esindaja osalemise uuringu läbiviimisel;

10. uuringu teostaja edastab EGT-le merepõhja geofüüsikaliste uuringute alusandmed kahe

nädala jooksul uuringute lõppemisest. Alusandmete üleandmine, formaadid jm sellega seonduvad tehnilised aspektid täpsustada EGT kontaktisikuga (meregeoloogia ja geofüüsika

osakonna juhataja Sten Suuroja, [email protected], [email protected]); 11. ülevaade tehtud uuringust koos tulemustega (uuringu aruanne) tuleb esitada

Kliimaministeeriumile (e-post [email protected]) kolme kuu jooksul pärast tööde

läbiviimist.

Geophysical survey of the submarine cable route (1)

Purpose of the research cruise Geophysical and hydrographic seabed surveys in the

Estonian maritime area within the planned submarine optical fiber cable corridor from Sweden (Gotland) to

Saaremaa island (approx. 150 m wide; see location scheme above). The purpose of the survey is to specify the topographical and geological conditions of the

potential cable route and to identify objects that may affect construction works (unexploded ordnance

(UXO), wrecks, cables, etc.). The survey is related to an application for a superficies license required for the installation of a fiber optic submarine cable

(CPTRA/TTJA proceeding No. 16-7/25-13890-002). The survey will utilize side-scan sonar (SSS), a low-

frequency (1–20 kHz) acoustic sub-bottom profiler (SBP), a magneto/gradiometer, a multibeam echosounder (MBES), and a remotely operated vehicle

(ROV).

Additional conditions and obligations of the permit owner:

1. the research cruise must be carried out in accordance with international and Estonian

legislation, and must not interfere with vessel traffic;

2. information on the place and time of entering and leaving the Estonian territorial sea must

be reported to the Estonian Navy Maritime Operational Centre`s radio station (call-sign:

„Estonian Coast Guard“) either by e-mail [email protected] (preferred), by phone

+372 717 7493 or on the VHF frequency 156.475 MHz (channel 69);

3. the Ministry of Climate, as an issuer of the marine research permit, must be informed

immediately of any substantial changes in the research project by e-mail

[email protected];

4. the survey area partially overlaps with the limited management zone of Vilsandi National

Park, which is a part of the Natura 2000 network of bird and nature areas. Its conservation

objectives include the protection of marine habitats, landscapes, and migratory birds. The

area is a significant stopover and wintering site for the Steller’s eider (Polysticta stelleri), a

Category II protected species; more than 90% of the Estonian wintering population stays

within the waters of Vilsandi National Park. Wintering eiders generally remain in the marine

area of Vilsandi National Park until late April, with smaller numbers present until mid-June.

We recommend conducting geophysical surveys in the Vilsandi National Park area in May

or June, once the wintering Steller's eiders have left the region;

5. the organizer must coordinate the exact time, duration, area, and safety zone concerning the

research activities with the Estonian Transport Administration via email

([email protected]) at least one week before commencing the actual research

activities;

6. if there are changes in the research schedule, location, or any other circumstances that

concern maritime safety, the Estonian Transport Administration must be notified

immediately via email [email protected];

7. information about underwater monuments and their protection zones in the study area can

be found in the National Register of Cultural Monuments

(https://register.muinas.ee/public.php?lang=en) and on the Cultural Monuments Map

Application of the Land and Spatial Development Board

(https://xgis.maaamet.ee/xgis2/page/app/kultuurimalestised). Anchoring is not permitted on

underwater monuments. If activities are planned in the protection zone of an underwater

monument, the National Heritage Board ([email protected]) must be notified at

least ten days before work begins (Heritage Conservation Act (MuKS) § 58(3)(4), §59);

8. before starting work, the locations of localised historical wrecks must be checked in the

Estonian Transport Board's hydrographic information system

(https://his.vta.ee:8443/HIS/Avalik?REQUEST=Main&WIDTH=1920&HEIGHT=911).

No intrusive surveys shall be conducted at the locations of localised wrecks (MuKS § 25

(2));

9. pursuant to Section 247, clause 2 of the Water Act, the Geological Survey of Estonia (EGT)

shall be allowed to have a representative participate in the survey upon request. No later than

two weeks before the start of the survey, the schedule and programme of the marine survey

must be forwarded to EGT (email: [email protected]), including information on the composition

of the data to be collected, metadata, and data formats. This will enable the EGT to ensure

the participation of its representative in the conduct of the survey, if they so wish;

10. the surveyor shall submit the raw data from the marine geophysical survey to the EGT within

two weeks of completing the survey. The submission of the raw data, formats, and other

related technical aspects shall be coordinated with the EGT contact person, Sten Suuroja

(Head of the Department of Marine Geology and Geophysics; [email protected],

[email protected]);

11. A study report containing an overview of the study and its results must be submitted to the

Ministry of Climate ([email protected]) within three months of completing the

work.

In accordance with the Administrative Procedure Act, issuing of this Marine Research Permit and

Entry Clearance may be filed in Administrative Court within 30 days after the issuance of the

Permit.
