INTERNATIONAL LABOUR OFFICE
NOTE VERBALE
Ref.: ILO/RELOFF/03-03-2026/5
20th Anniversary of the Maritime Labour Convention, 2006
The International Labour Office presents its compliments to the Member States of the International Labour Organization (ILO) and has the honour to invite them to attend a high-level commemorative panel discussion organised by the ILO Director-General to celebrate the 20th anniversary of the adoption of the Maritime Labour Convention, 2006 (MLC, 2006). The event will take place on 10 March 2026, from 1.30 to 3.10 p.m. (CET), in the auditorium at ILO headquarters in Geneva, and it will also be broadcast on the ILO live online platform.
Adopted on 23 February 2006, the MLC, 2006 stands as one of the most significant achievements of tripartite social dialogue in the maritime sector. Bringing together more than 70 international labour standards into a single, coherent instrument, the Convention establishes global minimum standards for decent work at sea while creating a level-playing field for shipowners worldwide.
Over the past 20 years, the MLC, 2006 has become a cornerstone of global protection of seafarers’ rights. This has been made possible through the active engagement of governments, seafarers’ and shipowners’ organizations, and other key maritime stakeholders, as well as strengthened cooperation between ILO and the International Maritime Organization. Through the work of the Special Tripartite Committee (STC), the Convention has been amended five times to address emerging challenges.
The MLC, 2006 20th anniversary provides an opportunity to celebrate this landmark achievement, reflect on its impact and call for action to strengthen its enforcement to address remaining challenges.
Participants may join the event in person or remotely via Zoom, or they may follow it through ILO live. Those joining in person are kindly requested to confirm their attendance by 6 March to [email protected]. Further information on the anniversary is available at www.ilo.org/mlc.
The event will be held in English, with AI interpretation into French and Spanish.
The International Labour Office takes this opportunity to renew to the Member States of the ILO the assurances of its highest consideration.
