Subject: Call for payment of self-contribution by Members of the Association
Dear Association Member,
I am contacting you hereby due to the payment of self-contribution by Members for the next (2026-2028) operational term of the Association of the European Network on Victims’ Rights.
Background
The Association of the European Network on Victims’ Rights (hereinafter referred to as “AENVR or Association”) is an independent non-profit legal entity operating the European Network on Victims’ Rights (hereinafter referred to as “ENVR”) on project basis, in the context of the Justice Programme of the European Union.

The present operational term is run on the ground of the 4-year Framework Partnership Agreement (Nr 101046245) concluded between the Association and the European Commission and valid from 1 January 2022 to 31 December 2025.
The subject of the Agreement is an Operating Grant, which was tendered by the EU COM in 4-year terms until 2025. As of 2026, the term of the Operating Grant is modified to 3 years, therefore, the next operational term will be run from 2026 to 2028.
The EU COM issued a tender in February 2025 under the title “Call for 3-year Framework Partnership Agreements to support European networks active in the area of facilitating and promoting judicial cooperation in civil and/or criminal matters and/or in the area of access to justice”.
In order to continue the operation of ENVR from 2026, the Association submitted a proposal for a new Framework Partnership Agreement valid from 2026 to 2028. The submission of the proposal was proceeded by the Executive Board on 25 June 2025, following the corresponding resolution of the AENVR General Assembly made on 25 May 2025.
The Association’s proposal for the 2026-2028 Framework Partnership Agreement was positively assessed by the European Commission on 14 October 20251 and the new Framework Partnership Agreement was signed on 12 November 20252.
Based on the 25 May 2025 resolution of the AENVR General Assembly, members of the Association will contribute to the 2026-2028 operational costs (EUR 891.060) by self-contributions up to 20% of the total operational costs.
During the operation period of 2022-2025, the Association achieved savings in the amount of 38.983 EUR, which can be used for reducing the amounts of payments for 2026-2028. The saving is the 20% self-contribution part of the unused financial resources of the Association in 2022-2025. (The rest 80% of the unused resources fell under the Operational Grant and were returned to the European Commission in the context of the annual periodic reporting.)
The amount of saving was calculated by taking into account the closed books of the AENVR from 1 January 2022 to 31 October 2025, and also by considering the expenditures due to fulfil in November and December 20253.
Statutory basis of the payment
The Statutes of the Association of the European Network on Victims’ Rights4 set out, under Point IV in Chapter III, that Members of the Association do not

pay any membership fee as pecuniary contribution. Members of the Association are entitled to support the Association.
Call for payment
Having regards the above information, Members of the Association of the European Network on Victims’ Rights are kindly asked to fulfil their payments as it follows.
17 Association members formerly committed by AENVR Resolution 2/2025 (25 May 2025) to contribute by 178.212 EUR to the 2026-2028 ENVR operational costs in form of self-contributions. (Please see the individual amounts of commitment below.) In October 2025, the Ministry of Justice, Public Administration and Digital Transformation of the Republic of Croatia and the Ministry of Justice of Italy affiliated in the Association.
The method of the calculation of individual amounts to be paid for 2026-2028 was that the total 178.212 EUR was divided between the 19 Association members, by allocating 35.000 EUR to France and share the rest equally between 18 members. The amount of the saving was used for reducing the payment of Members who had paid self-contributions for 2022-2025 too.
The amount of reduction per Member has been calculated on pro rata basis, taking into consideration that Members had contributed to the 2022-2025 period by different degrees of amounts. Consequently, the reductions per Member differ according to the proportional difference had appeared in the self- contributions paid for 2022-2025.

* According to the bilateral contracts for funding made between the Hungarian Ministry of Justice and the Association of the European Network on Victims’ Rights, the Ministry paid higher contributions to AENVR both in 2018-2021 (53.216 EUR) and 2022-2025 (53.216 EUR). The funding contributed to labelled elements of the AENVR general budget and determined in the contracts, and it was/is subject to separate bilateral accountancy on annual basis. Based on the preliminary calculations, AENVR will have recovery obligation -following the settlement of the 7.956,22 EUR contribution for 2026-2028 by the Ministry - in the amount of 6.687.01 EUR. The amount is separated for this purpose in the books and on the bank account. ** Small amounts of differences are from rounding.
The self-contribution by the Association members is financial contribution, based on the above referred point of the Statutes of the AENVR, with the objective of implementing the professional goals of the ENVR. The professional activities of the ENVR are implemented in the frame of the project called “The permanent operation of the European Network on Victims’ Rights from 2026 to 2028” and run from 2026 to 2028 by the Association, from an operating grant ensured by the Justice Programme of the European Commission.
The above defined self-contribution amounts due to be paid by the Association members shall apply to the whole 3-year period of the project (from 1 January 2026 to 31 December 2028).
