Dear Mrs Salumäe,
On behalf of Ukraine, I would like to extend our deepest gratitude to the Estonian Transport Administration for the invaluable support provided through the European ATM Voluntary Solidarity Fund (hereafter referred to as the Fund), established and functions under the aegis of EUROCONTROL. In 2022, due to the beginning of the war, the securing of funding to maintain the operational status of the Ukrainian air navigation system became a critical challenge due to the absence of air navigation service’s charges (civil flights has been suspended) and lack of resources in a state budget. In such circumstances, EUROCONTROL Member States have demonstrated unprecedented solidarity and unwavering support through the establishing (CN Directive No. 22/111 dated 24.11.2022) and extension (CN Directive No. 23/114 dated 28.11.2023 and CN Directive No. 24/115 dated 28 November 2024) of the Fund that has become a lifeline for Ukrainian air navigation system. EUROCONTROL has implemented an effective fund management process, ensuring precise review and confirmation of eligible costs financed through the Fund. All these efforts have allowed Ukraine to utilize the Fund to perform a set of activities aimed at supporting the operational state of the national air navigation system and ensuring its readiness for the resumption of air traffic in the post-conflict period. This included funding the wages and training of core staff to sustain their competencies, as well as covering repair and maintenance costs of facilities.
However, the war continues, and it is clear that the Fund remains the sole source of financial support for Ukraine’s air navigation services. The continued voluntary contributions of EUROCONTROL Member States are therefore vital to ensure the survival and resilience of our system. Given all mentioned above, Ukraine forced to appeal to EUROCONTROL Member States for continuation of their support by the mean of voluntary contribution to the European ATM Voluntary Solidarity Fund. Let me reiterate our gratefulness for your unwavering support. Ukraine relies on the solidarity of the international community, and I strongly believe that our collective endeavours will not only support Ukraine but will also enhance the resilience and efficiency of the entire European air navigation network as we emerge from this conflict, fostering greater unity among all stakeholders.
