Dear Sir/Madam,
I would like to inform you that Ernst & Young (EY) is currently conducting the “Study
supporting an impact assessment of Directive 2005/36/EC” on behalf of the European
Commission’s Directorate-General for Employment, Social Affairs and Inclusion.
The study has a dual purpose: evaluate the implementation of Directive 2005/36/EC on the
recognition of professional qualifications and assess the impact of possible actions to
further facilitate, expand and modernise recognition processes for regulated professions,
in particular by leveraging digital tools.
The study is part of an EU-level Skills Portability Initiative (SPI) aiming to propose
legislative and technical solutions to strengthen the transferability of qualifications and
skills, including those acquired through non-formal and informal learning. The initiative
includes three separate, yet highly interlinked Actions:
• Action 1: Recognition of qualifications and validation of skills for both regulated
and unregulated professions (for EU and third country nationals)
• Action 2 (the current study): Recognition of qualifications for access to regulated
professions
• Action 3: EU rules for the recognition of qualifications and validation of skills of
third country nationals
During the study, EY will conduct consultation activities to which we kindly invite you to
contribute. Your insights will be essential to shaping the study’s findings and identifying
potential policy options to improve the current system for recognising professional
qualifications in regulated professions. We would greatly appreciate your cooperation in
sharing relevant information and perspectives, which will support a robust and evidence-
based analysis. Please note that all information provided will be treated with the utmost
confidentiality and used solely for the purposes of this study.

EY has been entrusted by the European Commission (DG EMPL) to carry out a study supporting the Impact Assessment of the Professional Qualifications Directive (Directive 2005/36/EC). Please find attached the endorsement letter signed by DG EMPL.
In this context, we are launching a survey addressed to Competent Authorities responsible for recognition processes for the
seven sectoral professions (doctor, nurse, dentist, midwife, pharmacist, architect, and veterinary surgeon) under the automatic recognition system. The purpose of the survey is to collect information on the functioning of recognition procedures, their
associated costs, and the potential benefits of digitalisation.
For your convenience, the questionnaire is attached in Word format (just to provide you with a preview) and is structured as follows:
