Dear Minister Keldo:
On December 18, 2025, President Trump signed an executive order outlining the U.S. National Space Policy and establishing his vision for America’s future in space. Under this policy, NASA will return Americans to the Moon by 2028 through the Artemis program and initiate the elements of a permanent lunar base by 2030. We are moving quickly to implement the President’s clear direction.
In the next month, NASA will host a public event in Washington, D.C., to outline how we will execute the President’s National Space Policy. We will recognize current partnerships and outline significant new opportunities for collaboration on the Moon. As a first phase, NASA will announce a series of solicitations for early Moon base development activities, including frequent lander and rover missions to the lunar surface (Commercial Lunar Payload Services (CLPS)- style missions) for communications and navigation, power, surface improvements, and in-situ resource manufacturing demonstrations. These early landings, beginning in 2027, will be focused on experimentation and learning, and will create collaboration opportunities with international partners on science instruments and technology demonstrations. This will be followed by a transition to Phase 2, which will focus on capabilities for habitable and lasting infrastructure aligned with more frequent human missions to the lunar surface. Phase 2 will signal demand for crew and cargo launches beyond Artemis V. We are looking for international capabilities across the range of these Phase 1 and Phase 2 areas with crew opportunities to the surface prioritized for those partners providing the most significant resource commitments.

While we appreciate it may take time to arrive at firm commitments or agreements for future collaboration in support of Phase 1 and Phase 2 activities, NASA wants to begin these discussions right away.
