Dear Ms Karmen Joller,
I would like to thank you for your time and attention to the Baltic Policy Dialogue (BPD), whose
20th edition will take place in Vilnius, Lithuania, on 5 - 6 May 2026.
In this context, I would also like to inform you that the international conference Resilient Medicine
2026 will be held in Vilnius on the same dates. We would like to kindly invite the Ministers of Health
of the Baltic States to sign the Joint Declaration on Strengthening Resilient Civilian Healthcare
Systems and to offer brief remarks to the conference participants. We would be most grateful to
receive your assessment and any suggestions you may have regarding the draft Declaration, which
we shared with you for your consideration a couple of weeks ago. Should this approach be agreeable
to you, we hope to finalise an agreed text among our countries ahead of the meeting in May.
It would be a great honour if you could consider joining the conference Resilient Medicine 2026,
which will take place at the Park Plaza Hotel in Vilnius on 5 - 6 May 2026, and to deliver a brief
address together with the Baltic Ministers during the High-Level Regional Panel, Interoperability
and Mutual Support in War and Crisis which is planned for the afternoon of 5th May for about 1 - 1.5
hour time slot.
Resilient Medicine 2026 is conceived as a strategic forum for senior decision-makers and experts
responsible for strengthening national preparedness for extreme scenarios, ranging from large-scale
civilian incidents to hybrid crises and high-intensity conflict. The conference will bring together
senior representatives of the Ministries of Health, Defence and Interior, hospital network leaders, and
strategic planners from across the Baltic - Nordic region, Ukraine, Israel and NATO structures. The
Ministers of Health of Lithuania, Latvia and Estonia are expected to participate.
We would be honoured to propose your participation in the High‑Level Regional Panel
Interoperability and Mutual Support in War and Crisis, and we would be pleased to coordinate the
precise focus and format of your intervention at your convenience.
