Dear Sir or Madam,
It is with great pleasure that I extend an invitation to representatives of Estonia, including officials
from Competent Authorities designated under the HCCH Convention of 5 October 1961 Abolishing the
Requirement of Legalisation for Foreign Public Documents (Apostille Convention), to participate in the
14th International Forum on the electronic Apostille Programme (e-APP),
which will take place on Tuesday, 12 May and Wednesday, 13 May 2026,
at the Jaal Riad Resort, Marrakech, Morocco.
This will be the first e-APP Forum to be held in Africa. It will be organised by the HCCH’s Regional
Office for Africa (in Rabat, Morocco), with the support of the Ministry of Justice of Morocco.
Since its launch in 2006, the e-APP has become an integral part of the operation of the Apostille
Convention. Over the past twenty years, the e-APP (comprising an e-Apostille and an e-Register
component) has been instrumental in ensuring the practical, effective, and secure operation of the
Apostille Convention amid constant technological development.
The Marrakech Forum will provide a unique international platform to discuss the latest developments
regarding the e-APP worldwide. The agenda of the 14th e-APP Forum will include several expert panels
and roundtable discussions. Experts will deliver short presentations on the operation of the e-APP
system in their respective jurisdictions, e-APP solutions and other e-APP-related topics.
Participation in the e-APP Forum is free of charge. Please note, however, that participants attending
in person will be responsible for their own travel and accommodation arrangements and related costs.
While (passive) online participation will be available, in-person participation is strongly encouraged.
A draft Agenda is available on the Apostille Section of the HCCH website and will be updated as
panellists are confirmed. Please note that the Forum will be conducted in English, French, and Arabic.

The Secretary General invites the Competent Authority(ies) of your State to participate in the 14th International Forum on the electronic Apostille Programme (e-APP Forum), which will take place on Tuesday 12 May and Wednesday 13 May 2026 in Marrakech, Morocco. The e-APP Forum will be held for the first time in Africa and will be organised by the HCCH Regional Office for Africa, with the support of the Ministry of Justice of Morocco.
Since its launch in 2006, the e-APP has become an integral part of the operation of the Apostille Convention, to which your State is a Contracting Party. Over the past twenty years, the e-APP (comprising an e-Apostille and an e-Register component) has played a key role in ensuring the practical, effective, and secure operation of the Convention amid ongoing technological developments. The Forum will provide an excellent opportunity to learn more about, and exchange experiences on, the operation of the e-APP.
