Subject: Questionnaire on behalf of European Commission: Challenges and support needs on implementation of energy efficiency requirements in public procurement
Dear Procurement Stakeholder,
We would be most grateful if you would consider providing input to the following research being conducted on behalf of the European Commission.
Article 7 of Energy Efficiency Directive (EU) 2023/1791 requires public authorities to prioritise energy-efficient products, services, and buildings in their procurement, thereby supporting the EU’s energy efficiency and climate objectives. Compliance must be documented through the standardised eForms published in Tenders Electronic Daily (TED), ensuring consistent reporting and monitoring across the EU.
As established in Article 7 (6), the European Commission may provide further guidance to national authorities and procurement officials in the application of energy efficiency requirements in the procurement process.
To this end, the Commission has appointed consultants from Öko-Institut, Tecnalia, and Revolve to assess needs and develop suitable support options.
To inform this work, a questionnaire has been developed, to which your input would be most valuable:
